Welcome, Introduction and Apologies for Absence pdf icon PDF 52 KB

Minutes:

Councillor David Longstaff, Chairman of the Safer Communities Partnership Board welcomed all attendants to the meeting.

 

Apologies were received from Terry Cameron (DWP) and Adrian Usher (Metropolitan Police) who were substituted by Paula Heffernan and Chief Inspector Dave Lobb.

 

2.

Minutes of Previous Meeting pdf icon PDF 51 KB

Minutes:

The minutes of the previous meeting of the Safer Communities Partnership Board on 24 April 2015 were agreed as a correct record. The Board noted the list of actions as set out in the previous minutes.  

3.

Substance misuse treatment and recovery pathways pdf icon PDF 287 KB

Minutes:

The Chairman welcomed Bridget O’Dwyer, Senior Commissioning Manager Substance Misuse Service Barnet and Harrow Public Health Team, to deliver the presentation on substance misuse treatment and recovery pathways.

 

Ms O’Dwyer briefed the Board about the commencement of the New Treatment and Recovery Pathway which will commence as of 1 October 2015.

 

The Board noted the importance of the two new recovery centres (East and West) in delivering interventions across the borough and the benefits in reducing unnecessary cross-borough travel. The centres would help towards providing better provision for both carers and families.

 

Furthermore, the Board also noted plans for increasing the frequency of late night openings in addition to the introduction of weekend opening times.

 

Following a query from the Board, Ms O’Dwyer informed the Board that service users will be provided with swipe cards and that this provision will help in reviewing the effectiveness of the facilities as well as providing incentives for attending the centre.

 

The Chairman commended the discussions and the Board noted the presentation.

 

 

 

 

 

 

4.

Drugs and Alcohol misuse service delivery within the Criminal Justice System and Partnership pdf icon PDF 267 KB

Minutes:

The Safer Communities Partnership Board received a presentation from Bridget O’Dwyer on the Substance Misuse Service CJS team which will operate across the borough.

 

Ms O’Dwyer stressed the importance of working in close partnership with the police and criminal justice to share generic intelligence to tackle drug dealing hotspots.

 

The Head of Community Safety, Kiran Vagarwal welcomed the approach to share intelligence and data with partners and noted the key benefits of providing training for Police and PCSOs to target street drinking and ASB.

 

The Chairman thanked Ms O’Dwyer for the presentation and the Board noted the verbal update and the information set out in the agenda pack.

5.

London Fire Service (Forward Plan item) pdf icon PDF 146 KB

Minutes:

The Chairman invited Steve Leader Barnet Borough Commander (London Fire Brigade) to deliver the presentation on the LFB Performance and Partnership Working.

 

Steve Leader briefed the Board about the Key Performance Indicators which captures the performance data for the municipal year 2014-2015 under a number of headings.  

 

Following a query from the Board, Steve Leader informed that the LFB is working closely together with Police Neighbourhood Teams to tackle specific spots where increases in outdoor rubbish fires have been identified.

 

The LFB Borough Commander also presented the Performance Trends as set out in the agenda and noted that the upward trends are comparable to figures seen across London. Steve Leader also encouraged for referrals to be made to the LFB about vulnerable people.  

 

The Board was briefed about the SDSA initiative which is aimed at reducing road traffic collisions by spreading awareness around peer pressure and dangerous driving.

 

Steve Leader informed the Board about the provision of fire retardant bedding and clothing, it was noted that this could be particularly useful for vulnerable people and those who are bed-bound.

 

The Chairman commended the discussions and noted the important opportunity for joined-up working among partners.

 

Action: For Jon Dickinson Adults Social Care Assistant Director who will be joining the membership of the Board to suggest arrangements for sharing information with all partners on the Board

6.

Prevent Agenda

Minutes:

The Strategic Lead for Safer Communities, Kiran Vagarwal introduced the item and briefed the Board on the relevant provisions of the Counter-Terrorism and Security Act 2015.

 

The Board noted the introduction of the new duty on certain bodies to have ‘due regard’ to the need to prevent people from being drawn into terrorism.

 

Action: Governance Service to circulate the presentation on Counter Terrorism and Prevent to the Board.

 

The Board received a briefing on the current work and actions planned to identify partnership approach, assess risk and ensure that adequate training is provided.

 

The Board heard that the post of a Prevent Co-ordinator for Barnet is being advertised and will be recruited to in due course.

 

Action: Ms Vagarwal noted that a further update plan will be reported to the Board at a later stage to provide further details on the partnership approach in response to the Prevent agenda.

 

The Board noted the importance of implementing the Prevent agenda and having a training programme in place to deliver the Prevent agenda at their own organisation.

 

Action: All partners to ensure that the membership of the working group is accurate and whether anyone should be nominated from their respective organisation.

 

Action: All partners to consider the approach of their organisation in delivering the Prevent Duty locally.

 

The Chairman thanked Ms Vagarwal for the presentation and the briefing on the duty on partners under the Counter-Terrorism and Security Act 2015.

 

 

 

 

 

 

 

 

7.

Update from Youth matters

Minutes:

The Assistant Director for Early Intervention and Prevention, Duncan Tessier provided an update on the Youth Offending agenda, He informed that the figures for first time entrants has remained low and that data on custody and reoffending has shown that good progress has been achieved.

 

Mr Tessier notified the Board of the appointment of the new Youth Justice Manager in charge of the Youth Offending Team.

 

 

8.

Performance Dashboard pdf icon PDF 563 KB

Minutes:

The Board received a presentation from the Strategic Lead for Safer Communities on the July 2015 Performance Dashboard.

 

Kiran Vagarwal informed the Board about the concerns around the increase in non-residential burglary, 13% change in the recent quarter compared to last year which needs to be monitored carefully.

 

It was noted that following a period of downward trend, there has recently been an increase of 10% in Robbery in the last quarter, compared to figures from the previous year.

 

Chair of the Safer Neighbourhood Board, Mr Roger Kemp informed the Board about the public meeting of the SNB. Mr Kemp added that one of the areas the meeting will focus on will be crime prevention.

 

The Board expressed concern around the figures for Knife Crime and Serious Youth Violence which will need to be monitored closely.

 

The Youth Offending statistics were noted and the Board commended the results achieved in reducing first time entrants and the comparison against the London average.

 

The Chairman thanked all partners for their contribution to the discussion.

Forward Work Programme

Minutes:

The Board noted the proposed items on the Forward Work Programme for the next meeting of the Safer Communities Partnership Board on 30 October 2015.

Any Other Business - Date of Next Meeting

Minutes:

The Chairman welcomed Cassie Newman, Assistant Chief Officer

Barnet and Brent, Community Rehabilitation Company (CRC) to deliver a presentation to the Board. Ms Newman presented an update on Transforming Rehabilitation Changes and explained the rational behind the reforms.

 

The Board noted that the transfer of the ownership of the London CRC to MTCnovo took place in February 2015 and that MTCnovo has been established to provide rehabilitation services across London and Thames Valley.

 

Ms Newman informed that out of the 21 CRCs, London CRC is the largest with approximately 25,000 cases. Following a query from the Board, Ms Newman explained that where a case is escalated as a high risk case this will be referred to the National Probation Service which in London has a case load of approximately 16,000.

 

The Board heard about the working arrangements put in place to deliver services efficiently such as streamlining administration, IT systems to increase effectiveness and working with offenders in cohorts with the aim of reducing reoffending figures.

 

The Strategic Lead for Safer Communities informed that a further update will be brought to the Board to consider performance statistics relevant for Barnet.


Action: For Community Safety Team and London CRC to collate relevant Performance Management data for consideration of the Board

The next meeting of the Safer Communities Partnership Board will take place on Friday 30 October 2015.
