Area Committee Funding - Neighbourhood Community Infrastructure Levy (CIL) Road Safety & Parking Update pdf icon PDF 175 KB

This Chair noted that the report provided Members with an update on the CIL budget allocations for the North Area Committee, to enable consideration of applications for funding during 2023/24, and an update on the Road Safety & Parking budget allocations for 2023/24 and the status of current schemes.

 

RESOLVED that:

 

1. The North Area Committee notes the Community Infrastructure Levy (CIL) funding available for allocation during 2023/24 (in accordance with the CIL regulations), as set out in paragraph 5.3 of this report and in Appendix 1.

 

2. The North Area Committee notes the CIL amount and re-allocated underspends & overspends in paragraph 1.7 of this report and in Appendix 1.

 

3. The North Area Committee notes the Road Safety & Parking Fund available for allocation during 2023/24 in paragraph 5.8 and as set out in Appendix 2.

The Chair welcomed Christine Shields and Lorna Doran, trustees of the East Barnet Festival who would be presenting the East Barnet Festival application.

 

Christine Shields and Lorna Doran gave a verbal representation in support of the application and members had the opportunity to ask questions of the speakers.

 

Councillor Phil Cohen also gave a verbal representation in support of the application.

 

RESOLVED that the North Area Committee having considered the application decided to attach the following condition upon awarding the funding fully for £5,000 noting the implications to the Committee’s NCIL funding budget.

Conditions attached to funding:

1.    For the East Barnet Festival Treasury to submit the full cost breakdown of operating the festival (including income and expenditure).

2.    For the East Barnet Festival to provide quotes received in relation to the music/ audio system for which the investment has been identified.

3.    The East Barnet Festival are also requested to submit details in relation to a sustainability plan for the festival in future years.

 

 

High Barnet – Repairs to organ in St John the Baptist Church – Paul Edwards

 

The Chair welcomed Father Sam and Paul Hale, who would be presenting the Repairs to the Organ in St John the Baptist Church application.

 

Father Sam and Paul Hale gave a verbal representation in support of the application and members had the opportunity to ask questions of the speakers.

 

Councillor Emma Whysall also gave a verbal representation in support of the application.

 

RESOLVED that the North Area Committee having considered the application decided to attach the following condition upon awarding the funding fully for £83,000 noting the implications to the Committee’s NCIL funding budget.

Conditions attached to funding:

1.    For the church to continue to provide information to the Committee that the investment delivers the commitments referenced within the application and this is reported to the Council annually.

 

 

High Barnet – Rebuilding Monken Hadley Community Hall – Emma Whysall

 

The Chair welcomed Tim Fitzpatrick who would be presenting the Rebuilding Monkey Hadley Community Hall application.

 

Tim Fitzpatrick gave a verbal representation in support of the application and members had the opportunity to ask questions of the speakers.

 

Councillor Emma Whysall also gave a verbal representation in support of the application.

 

RESOLVED that the North Area Committee having considered the application decided to attach the following conditions upon awarding the funding fully for £200,000 noting the implications to the Committee’s NCIL funding budget.

Conditions attached to funding:

 

1.    For Monken Hadley Community to provide the Council with a full business plan in advance of practical completion hall, this should detail the income and expenditure profile.

1.    Delivery of the project should comply fully with the project specifications, the contents of which shall not be altered materially without the prior written consent of the Council.

2.    For Monken Hadley Community to continue to provide information to the Council that the investment delivers the commitments referenced within the application and this is reported to the Council annually.

The Chair expressed her thanks to all officers for their effort and assistance in helping applications come forward to the Committee.

 

Cllr Whysall expressed her thanks to Cllr Rose for her chairing of the committee over the 2023/24 municipal year.
