This report seeks approval to enter into a Planning Performance Agreement (PPA) between the Council and Joseph & Partners (“the Developer”) for the provision of a dedicated planning resource to produce a Town Centre Framework SPD for North Finchley (“the SPD”). The preparation of an SPD has been commissioned in order to guide development and planning for North Finchley Town Centre and the surrounding area. The Developer has commissioned the SPD to enable any future applications made by it to be considered and determined by the LPA within a robust planning framework of the proposed SPD.
