08/03/2021 - Authorisation for Award of Integrated Community Equipment Service (ICES) Single Supplier Framework and a call-off contract ref: 8644    For Determination

 

On 6th January 2020, the Policy and Resources Committee authorised the re-procurement of the ICES Single Supplier Framework by signing the 2020/21 Annual Procurement Forward Plan on which the proposed ICES procurement was included (Refer to section 6 for background papers). The new procurement for Community Equipment was estimated to have a value of £17,500,000 for the call off contract for Barnet Council.

 

London Borough of Barnet has taken the lead local authority role to procure a single

supplier Community Equipment Framework for the provision of an Integrated Community

Equipment Service (ICES). This procurement has been procured as a Framework to allow

other Local Authorities and Clinical Commissioning Groups to access the service and provides an alternative market option in London for ICES.

 

This report seeks approval for the award of the Framework and a call-off contract to Millbrook Healthcare Ltd following the conclusion of an open OJEU procurement process.

The ICES Single Supplier Framework is to commence from 1 July 2021 for a term of 4 years. The ICES Single Supplier Framework combined annual value across current known users - Barnet Council, NCL CCG Barnet Borough, Brent Council and Brent CCG - is £7.6m and the projected total 4-year contract value is £30.5m.

Barnet will be awarding a call-off contract under  the ICES Framework for a period of 5 years with optional break clauses at years 3 and 4 and a total contract value of circa £16.1m and an annual contract value £3.2m, depending on actual usage.

The award of this Framework and call-off contract under it has followed a rigorous and robust tender process with the organisation awarded contract submitting the Most Economically Advantageous Tender (MEAT).
