This report seeks authorisation to use the Crown Commercial Service – Estates Professional Services Procurement Framework Agreement (RM928) to appoint Financial Viability Experts to review Affordable Housing Appraisals. Specific approval is sought for the appointment by Direct Award of the District Valuation Services (Valuation Office Agency) to provide consultancy services and expert independent economic Affordable Housing viability advice in connection with financial viability appraisals submissions required in accordance with Conditions 1.12 (Affordable Housing Scheme) and 1.13 (Affordable Housing Viability Testing Report) of the planning permission and the signed s106 for the Brent Cross and Cricklewood Regeneration Area.

 

Any costs associated with the review of Affordable Housing Viability Appraisals will be recovered from the Development Partners. The signed s106 legal agreement makes provisions to ensure that the costs associated with the appointment of financial experts for the review of Affordable Housing Viability Appraisals are fully met by the development partners.

 

 

Decision:

 

That approval be given to appoint the District Valuation Service arm of the Valuation Office Agency by Direct Award for a four year call off period. The appointment will not exceed £250,000.00 total spend with the figure being based on an estimate of requirements which during a four year period will be dependent on the phased delivery of the Brent Cross Cricklewood Regeneration Scheme.  

 

The District Valuation Service shall provide expert financial viability advice in support of the Affordable Housing reviews required in connection with conditions 1.12 and 1.13 of the planning permission and the signed s106 Legal Agreement for the Brent Cross Cricklewood Regeneration Scheme.

 

The appointment is set in accordance and under the Terms and Conditions of the Estates Professional Services Procurement Framework Agreement (RM928) of the Crown Commercial Service.

05/06/2017 - Rewiring Works at Courtland School – Acceptance of Tender ref: 6643    Recommendations Approved

 

 

The existing electrical installation at Courtland School has reached the end of its serviceable life and consequently it has been prioritised in accordance with the Council’s Children’s Service Modernisation Programme and verified by the Building Services Team.

The designs were undertaken in accordance with the latest DfE standards.

The work includes renewal of the electrical installation comprising the lighting, power, mains distribution, fire alarms and the lightning protection system.

The works are scheduled to take place on site between July 2017 and September 2017.

Seven contractors were invited to tender and all responded accordingly. They were scored and assessed based on two main criteria: price 60% and quality 40%. Details are set out in Appendix A.
