The Committee considered a report from the Head of Governance on the decision of a school governing body not to appoint a local authority representative nominated by the Council.
The Committee requested that the Chief Executive discuss this issue with the Assurance Director and Strategic Director for Children and Young People to seek better engagement with schools on this issue.
The Committee RESOLVED to note
1. That the governing body of a school considered the Council’s nomination (made on 28 June 2017) and decided not to appoint the candidate.
2. The reason for the governing body’s decision (as set out in section 1.6 of the report).
3. That the local authority governor position at that school remained vacant.

The Committee received a report in the name of the Head of Governance. The report asked the Committee to nominate representatives to local authority governor vacancies on the school governing bodies listed in Appendix A to the report.
The Committee noted that the nominations for Finchley Catholic High School, Holly Park and Wren Academy proposed by Governor Services had not been supported by nomination forms or skills audits and these nominations would therefore be deferred.

2. That the minimum hourly rate paid by the Council to its staff will rise to £10.42 with effect from 1st April 2018 which is above the recommended London Living Wage rate of £10.20 per hour with effect from 1 April 2018.

12/01/2018 - Purchase of Hako Mechanical Sweepers X 7 through the ESPO Framework 215, Lot 3 ref: 6834 Recommendations Approved
To award the contract for the supply of Hako Mechanical Sweepers x 7 as per the specification issued through the ESPO framework 215, with total contract value up to £570,000. The specification was released by ESPO Contract Management team to the supplier to confirm that London Borough of Barnet’s requirement could be facilitated under the framework provision. ESPO Framework 215 is OJEU compliant.

29/01/2018 - 20mph scheme Deansbrook Infant & Junior Schools and Mathilda Marks Kennedy School ref: 6825 Recommendations Approved
A proposed scheme was developed to introduce a 20mph zone in the area surrounding Deansbrook Infant and Junior Schools and Mathilda Marks Kennedy School. (“the Scheme”) Statutory consultation has been undertaken and this report summarises the objections and comments received to the Scheme.
It identifies modifications to the Scheme as a result of the consultation, including the omission of a zebra crossing originally proposed.

Councillor Alison Cornelius introduced the item and reminded the Committee that a motion had been reported to Full Council. The Chairman invited the Community Safety Manager to make a representation, he outlined that Officers had completed a take and finish group in November. He illustrated the options in the report and heighted the bye laws, he requested that Members give consideration to the report and it’s recommendations.
The Environment Committee suggested that the maximum number of dogs for each handler is four.
Having considered the report, the Environment Committee unanimously:
Resolved:
- That the Environment Committee noted the current approach being implemented using the Community Protection Notice process to deal with dog nuisance and dog fouling issues highlighted in this report.
2. That the Environment Committee agreed to delegate to the Strategic Director for Environment, authority to instigate a consultation, consider the responses to it and decide whether to introduce a PSPO for Brook Farm Open Space and Barnet Playing Fields.
3. The Committee noted that the Strategic Director for Environment will write to all Members of the Council to consult on further sites in order to introduced PSPO.

This report attaches assessments of grant applications by two not-for-profit organisations.
That, subject to the council’s Standard Conditions of Grant and the special conditions shown in the respective grant assessments:
(i) a one-off grant of £5,000 be awarded to Barnet War Memorials Association.
(ii) a one-off grant of £3,903 be awarded to Value You.
