Minutes of the Hendon Residents Forum

  1. Petition against Vehicle Hire Company using Rushgrove Avenue as a private business car parking facility

 

The Forum received an oral presentation from Councillor Nagus Narenthira who spoke on the petition on behalf of the lead petitioner. The Forum heard about the vehicles largely belonging to a private company parking causing a nuisance on this road and the residents indicated this started at the beginning of the year.  Vehicles were parked and left for quite some time without any movement on the road. The Forum also heard a presentation by Mr Andrew Dismore, GLA Member, as residents had also contacted him about this matter which was impacting on their street amenity and quiet enjoyment of life.  Mr Dismore made a suggestion that S130 powers be used to resolve the situation. The Chairman thanked the attendants for their contributions and informed them that the Council was going to conduct a wide area consultation arising from the Colindale area development and that Rushgrove Avenue would be included and the residents would then have an opportunity to submit comments as part of this wider formal consultation.

 

Following notification of the petition, the Chairman referred the petition to the Strategic Director for Environment to respond to within 20 working days.

 

  1. Petition to Change Island Crossing at Junction of Broadfields Avenue & Broadhurst Avenue to a safer Zebra Crossing

 

The Forum noted the issues set out by the lead petitioner and endorsed by Councillor Helena Hart.

 

Following notification of the petition, the Chairman referred the petition to the Hendon Area Committee meeting on 24 July 2017.

 

  1. Petition - Traffic and Parking in Tithe Walk

 

The Forum received an oral presentation from the lead petitioner on the issues in relation to traffic and parking in Tithe Walk. The meeting was informed that the road was being used as a rat run and cut through by traffic from A1 to escape the queue backing up from the traffic lights at the Five Ways Corner going through this road onto Page Street. In addition to the speeding vehicles cars were being parked by the nearby private companies which is causing a nuisance and resulting in traffic jams in both directions as traffic is unable to pass each other. This in turn presents a danger and risk to pedestrians, children and other road users. The Chairman thanked the attendants for their contributions and informed them that the Council was going to conduct a wide area consultation arising from the Colindale area development and that Tithe Walk would be included and the residents would then have an opportunity to submit comments as part of this wider formal consultation.

 

Following notification of the petition, the Chairman referred the petition to the Strategic Director for Environment to respond to within 20 working days.

 

  1. Petition - Amendments to CPZ Parking Garden City & Manns Road

The Forum received an oral presentation from the lead petitioner who explained the issues faced by residents. He noted that due to the influx of traffic, this has contributed to the parking problem for residents who live on the road. The Chairman noted the issue and thanked the lead petitioner for bringing this issue to the Forum.

 

The Chairman informed them that given that this issue is to be considered by the Hendon Area Committee at its meeting on 24 July 2017, this petition will be referred to the Hendon Area Committee. The Area Committee will then have the opportunity to consider the report, consultation responses and the petitions.

  1. Petition Against a Segregated Parking Zone in Manns Road and Garden City

 

The Forum received a presentation from the lead petitioner who explained the issues to be faced by the residents if the proposed CPZ were to be implemented.

 

The Chairman informed them that given that this issue is to be considered by the Hendon Area Committee at its meeting on 24 July 2017, this petition will also be referred to the Hendon Area Committee. The Area Committee will then have the opportunity to consider the report, consultation responses and the petitions.

 

Following notification of the petition, the Chairman referred the petition to the Hendon Area Committee on 24 July 2017.

  1. Blue Badge misuse

 

The Forum noted the issue and the response provided.

  1. Church Farmhouse Museum building

 

The Forum received an oral presentation from Mr Roots. He noted the response but expressed concerns of the availability of this building for Community use.  He commended on the work done to date even though it has taken a long time and requested further clarification about the timelines for the statement about community use and the consultation. (Action: Estates/ Governance)

  1. Petition to Support the Scheme for Mill Hill Town Square (nee Pocket Park)

 

The Forum received an oral presentation from the lead petitioner who emphasised the popularity of pocket parks and their role in contributing to the success of the high street. The Chairman thanked the lead petitioner and informed him that given that this issue is to be considered by the Hendon Area Committee at its meeting on 24 July 2017, this petition will be referred to the Hendon Area Committee. The Area Committee will then have the opportunity to consider the report and the petition.

The Forum noted the issue and the response provided.
