Minutes of the Hendon Residents Forum

1.    Petition to Request Parking Controlled Zone in Glendor Gardens, NW7

The Chairman noted the correction on page 1, and stated that the correct ward is Hale. The Forum received an oral representation from the lead petitioner Ms Fiona Aitman who presented the petition. She highlighted the issues which are exacerbated due to the narrow entrance to the road. The petitioner noted an increase in non-resident parking on Glendor Gardens throughout the day and especially in the morning and afternoon when people park to drop off and pick up children from a nearby school.  There was also a suggestion of commuter parking using Mill hill Broadway which is a short walk from the end of the road. She also stated that the grass verge has been turned into a muddy mess due to cars and heavy vehicles parking there. 

 

Car users also often drive down the road and make a u-turn which has caused damage to one of the homes there. Nearby roads have controlled parking zones and that their road is the only road in the area without controlled parking restrictions.

 

She noted that it has become a struggle for residents to find parking spaces due to these issues which has caused emotional distress to residents. The petitioner therefore called for controlled parking zone restrictions on Glendor Gardens.

 

Following notification of the petition, the Chairman noted the issue and due to the difficulties which residents are faced with, referred the petition to the next Hendon Area Committee on 2nd May 2017.    

 

2.    Major Crime at Local Allotment - Colindale Allotments

 

Having noted the issue and the response provided, the Forum heard from Mr Jose Luis who presented the issue. Ms Kiran Vagarwal, Strategic Lead for Community Safety thanked the resident for raising the issue and encouraged further reporting to the Community Safety team (BarnetCST@Barnet.gov.uk). She also noted that as part of the process, the Safer Neighbourhood Teams and the PCSO have had engagement with allotment holders and more work will be done to provide assurance to allotment holders and residents. Mr Luis also stated that there were several holes in fences, one being near a school. It was agreed that officers would investigate the issue and address this. (Action: Strategic Lead – Safer Communities)

3.    Gusting & Turbulence - Rookery Way, Colindeep Lane, Colindale Ave & Capitol Way

 

Having noted the issue and the response provided, the Forum heard from Mr Patrick Jacob who introduced the item. He noted the particular issue at the junctions of Colindeep Lane and Colindale Avenue, particularly the speed of the wind and the turbine. Following discussion, Mr Jacob stated that he would write to the Chairman of the Forum about particular applications to consider whether the issue of turbulence was considered as part of the planning application.

4.    Drinking & Drug Taking In Public Zones - Rushgrove Avenue

 

The Forum noted the issue and the response provided. Mr Luis presented the issue and noted the bins which have been installed. Ms Kiran Vagarwal thanked the residents for reporting the issue and encouraged further reporting to the Community Safety team (BarnetCST@Barnet.gov.uk). She stated that the location will be looked at by the 6 weekly anti-social behaviour problem solving meeting which will review the information and identify the most appropriate responses including prevention and enforcement options.

In the meantime the councils litter enforcement offices will include this location in their patrol routes in order that enforcement action can be taken against anyone identified by the officers to be littering at the location.

5.    Traffic flow Station Road, A41

 

Mr Levy introduced the issue and the Forum noted the response given by officers. Mr Levy called for a review of the traffic flow arrangements in Hendon Central which have caused queues in both ways on Station Road. In particular, he called on the Council to lobby TFL to:

·         increase the time allowed for left turns from Station Road to the A41

·         allow U-turns by traffic turning right at Central Circus from the soutbound A41 since this traffic can proceed when not in conflict with other traffic

·         re-allow U-turns by traffic turning right at the Quadrant from the northbound A41, while removing the extended green time for left turn traffic from the Burroughs

·         for the Council to seek TFL and Council evidence base and modelling behind the changes that the above point seeks to reverse

·         for the Council also first to consider all other suggestions made to them concerning these junctions since the changes

 

Following consideration of the item and the response provided, the Chairman noted the issue and requested that an appropriate officer (Highways) contact TfL within 20 working days to request a further response.

 

6.    Petition to increase the CPZ Hours Montagu Road CPZ WH3

 

The Forum noted the petition and received an oral representation from the lead petitioner Ms Judy Shepherd who introduced the matter. Ms Shepherd noted that the issues set out in the petition were exacerbated by cars parked on the road ignoring the CPZ restrictions which resulted in an increase in pollution. Ms Kiran Vagarwal provided a response in relation to the petition and noted that Highways and Community Safety are reviewing the restrictions in light of the feedback. As part of the consideration, Ms Vagarwal also noted that officers will review complaints together with the school travel plan and traffic plan for air quality purposes.

 

Following consideration of the petition and the response provided, the Chairman noted the issue.

 

7.    Heybourne Crescent 20 mph

 

Having considered the issue and the response provided, the Forum received an oral representation from Mr Keith Balcombe. He noted that the road used to be a closed road and has become a through-road which has increased traffic and the speed of traffic. He raised concerns about the lack of consultation with residents when the previous 20mph unofficial signs were taken down.

 

Ms Kitran Eastman Strategic Lead, Clean and Green noted the issue and that it will be referred back to Highways. (Action: Strategic Lead – Clean and Green)

8.    Fly Tipping & Indiscriminate Littering

 

The Forum noted the issue and the response provided. Mr Luis introduced the matter.

The Chairman also informed the Forum that the next meeting would be held on 5th July 2017 and that venue is to be confirmed and would be publicised.
