Councillor Tom Davey declared a Non Pecuniary interest as he is a member of the Mill Hill Forum.   Councillor Davey took part in the consideration and voting process.

The Committee having heard oral representations from Mr Sheer and a response from the applicant:

 

RESOLVED TO REFUSE the application being a reversal of Officer’s recommendation, for the following reason:

 

The application site is located on a prominent junction and the proposal would result in an excessive increase in vehicular movements to and from the site and along the highway, which would be to the detriment of highway safety.  The proposal would therefore be contrary to Development Management policy DM17”.

Prior to the consideration of the report, the Chairman executed the power to refer the application to the Planning Committee. 

 

The Chairman stated that the proposal was virtually identical to the previous scheme which the Committee refused and therefore considered that it should be determined by the Planning Committee.

RESOLVED TO REFUSE the application being a reversal of Officer’s recommendation, for the following reason:

 

“The proposed extension by virtue of the design and forward projection of the proposed single storey side extension, in particular the roof form would be detrimental to the character and appearance of the host property and the surrounding area.  The proposal would therefore be contrary to the National Planning Policy Framework 2012, Barnet's Local Plan Development Management policies DM01 and DM02, Supplementary Residential Design Guidance 2013”.
