The following issues were considered by the Committee.
1. Free bulky waste collection coverage on Council website
Following a discussion, the Committee reached a decision.
RESOLVED that the West Area Committee - Instruct that Ward Members are notified of the matter. - Instruct that an appropriate named officer contact the citizen within 20 working days to provide an additional response and that this response be published in the meeting documents available on the website. Additional responses were requested in relation to information under sections (ii) and (iii).
2. Recurring road flooding points
Following a discussion, the Committee reached a decision.
RESOLVED that the West Area Committee: - Instruct that Ward Members are notified of the matter. - Instruct that an appropriate named officer contact the citizen within 20 working days to provide an additional response and that this response be published in the meeting documents available on the website. 3. Minutes: It was noted that a good proportion of the Committee’s budget was available for spend. Any unspent funds would be carried over to the next financial year.
RESOLVED
1. That the West Area Committee notes the Community Infrastructure Levy (CIL) funding available for allocation during 2023/24 (in accordance with the CIL regulations), as set out in paragraph 5.4 of this report and in Appendix 1.
2. That the West Area Committee notes the CIL amount and re-allocated underspends & overspends in paragraph 1.7 of this report and in Appendix 1. |

Minutes: The West Area Committee considered the following requests as highlighted in section 1 of the report:
Boston and Littlefield Community Garden -Councillor Sara Conway
Ruby, a resident of Burnt Oak, talked about how fly tipping has been ruining her street and green areas of Burnt Oak.
Cllr Conway read out a statement on behalf of residents. The proposal of a community garden would be an effective way of deterring fly tippers and encouraging greater vigilance of reporting problematic incidents.
Further to a discussion, the Committee voted unanimously to approve the application.
RESOLVED that the Area Committee award funding of £12,234.76 and any conditions attached and note the implications to the Committee’s NCIL funding budget.
London Nigerian festival – Councillor Andrea Bilbow
Endorsement for the application was provided by West Hendon Ward Councillors.
Members highlighted the potential for the event to be a huge success which would place Barnet on the map, achieving its vision of being a borough of fun and boosting its economy.
Members said that it would be useful to receive clear guidelines for future Committees around funding of festivals and similar events.
Matt Waters said that a report on NCIL guidance following lessons learned, would be reported to Cabinet, making clear links to the impact on developments.
Further to a discussion, the Committee voted unanimously to approve the application.
RESOLVED that the Area Committee award full funding of £ £ 12,995.91 and any conditions attached and note the implications to the Committee’s NCIL funding budget.
Lunar New Year Festival – Councillor Humayune Khalick
Cllr Khalick presented the application highlighting its benefits for the wider community.
Further to a discussion, the Committee voted unanimously to approve the application.
The Chair reiterated that due diligence required completion upon the release of funds.
It was noted that any funds raised via sponsors subsequent to approval would be deducted from funding approved by the Committee.

Cloister Road Roundabout Greening – Councillor Giulia Innocenti
Cllr Innocenti introduced the application.
Poppy Fishman highlighted the benefits of the application in relation to greening and its positive impact on mental health and wellbeing.
Further to a discussion, the Committee voted unanimously to approve the application.
RESOLVED that the Area Committee award full funding of £7,474 and any conditions attached and note the implications to the Committee’s NCIL funding budget.
Claremont Road Triangle – Councillor Alan Schneiderman
Cllr Schneiderman presented the application to transform the verge and green spaces alongside Claremont Road.
Further to a discussion, the Committee voted unanimously to approve the application.
RESOLVED that the Area Committee award full funding of £25,950 and any conditions attached and note the implications to the Committee’s NCIL funding budget. |
