Address by the Chief Executive Minutes: Andrew Travers, Chief Executive of the Council, addressed the Committee, stating that legal advice received that day from the Director of HB Law, Hugh Peart indicated that the proportionality of committees established on 2 June at Annual Council was flawed, and that therefore the Committee was not constituted to make legal or binding decisions. It was noted that the membership of the Committee would need to be rectified at a meeting of Full Council.
Following discussion of the implications of this announcement, it was agreed to defer consideration of all items on the agenda, pending further legal advice. |
