Cllr Zinkin has been appointed by LondonEnergy Ltd (LEL) to act as a director of that company, and will receive £13,285 per annum as compensation for his time given to undertaking this role. This amount is consistent with allowances for Councillors for similar roles with a similar time and responsibility commitment. This payment is a disclosable pecuniary interest under the Member Code of Conduct. LEL is wholly owned by North London Waste Authority (NLWA), the statutory waste disposal authority of which this Council is a constituent borough. Cllr Zinkin was previously appointed to the North London Waste Authority (NLWA) by this Council, and in that capacity was nominated by NLWA for appointment by LEL to their Board. LEL has the role of disposing of North London’s waste, and carries this out through a contract with North LNWA. Following the local election in May 2022 Cllr. Zinkin was no longer a ,member of the authority but was asked to remain a director of LEL. Following the by election in February 2023 Cllr Zinkin has requested a dispensation.
It is in the interests of the residents of North London, and specifically of this borough, that the role is carried out effectively, and that the governance arrangements put in place facilitate the company in carrying out its disposal of waste arising in the area. The appointment as Director of LEL creates an extremely positive link and connection from the constituent Boroughs to LEL who ultimately dispose of the waste for the residents of this Borough. The creation and maintenance of this link is in the public interest as it will ultimately facilitate a better service for the Borough. This is particularly the case during the next few years as the NLWA is responsible for the development of major new infrastructure through the North London Heat and Power Project, with LEL as the intended operator of new facilities. In order to allow Cllr Zinkin to participate in discussion and to take decisions relating to LEL of this Council, I have therefore given dispensation to Cllr Zinkin so that he can participate in such discussions and votes.
