CPZ Hours & Zone Change: Solar House

We the undersigned petition the council to review the current control parking zone (CPZ) in the immediate adjacent roads to Solar House, including Highwood & Limes Avenues and Fredericks Place N12 (Affected Roads) with a view to 1.changing the CPZ zone to include a discrete zone within a zone for the Affected Roads ie only those residents of the Affected Roads are permitted to park within the CPZ controlled hours 2. increasing the hours and days of operation from 9am-5pm Monday to Saturday to 9am-11pm Monday to Sunday 3..issue each resident on the Affected Roads with one annual visitors permit 4. remove the pay & display bays on Highwood Avenue, and 5. ensure obligations as to restrictions on parking are included in the s1106 agreement with Solar House

An application for the proposed development of the south wing of Solar House at 915 High Road London N12 8QJ by St Barnabas was approved at the planning committee. Local residents are concerned to make sure that parking and traffic issues are ameliorated by Barnet putting in place impact measures.
Proposal 1: Resident only parking in new zone within a zone
The creation of a new specific CPZ zone within the FN zone, “FN (SH)” for residents who live on roads directly adjacent to and opposite Solar House. The zone (FN (SH)) within a zone (FN) would include roads directly adjacent to and opposite Solar House, or for example within a 250m radius.
Only residents within the new zone would be issued with permits FN(SH) to ensure suitable parking is available to local residents at the restricted periods as well as ease congestion by deterring inconsiderate and inappropriate parking.

Proposal 2: CPZ hours extension & issue of visitor permit
The extension of the current CPZ hours (Monday-Saturday 9am-5pm) to Monday-Sunday 9am-11pm.
Given that the hours of use of Solar House will extend way beyond the current parking restrictions on Highwood & Limes Avenues, Fredericks Place, the Avenue & Mayfield Avenue, the CPZ hours should be extended to 9am-11pm Monday-Sunday inclusive. As the extension of such hours is only required because of the approval for development of Solar House, in order to ameliorate the impact of this.

Proposal 3: Issue of a yearly visitors permit
The entitlement to residents in Highwood & Limes Avenues, Fredericks Place, the Avenue & Mayfield Avenue to apply for a yearly visitor’s permit, to be issued at the same time or with a resident’s permit valid for that year. The residents of Highwood Avenue & Limes Avenues and others listed above in the immediate vicinity should be permitted to apply for a bespoke yearly permit for one visitor at no extra cost.
This impact measure would ensure that residents are in some way not put to extra expense because of the daily hours of use of Solar House.

Proposal 4: Change of pay & display bays to residents bays on Highwood Avenue
Change the pay & display bays on Highwood Avenue to resident parking bays.
The bays are predominantly used by residents of Highwood Avenue because of pressure on residents bays on Highwood and Limes Avenues.
Other current users include Barnet Parking CEOs who have parking at Solar House, and others not related to Highwood Avenue. The 10 (approx) bays should be changed to dedicated residents’ bays only.

Proposal 5: Further obligations on St Barnabas:
The section 106 agreement and the Faith Travel Plan Obligation should include:
1. not to permit St Barnabas to apply for any visitor’s vouchers for FN zone; and
2. Solar House parking spaces within the development to be used by staff & disabled persons only.
