26/02/2024 - Approval of Operational Funding for the Barnet Food Hub ref: 9464 Recommendations Approved
The Barnet Food Hub is a voluntary sector initiative funded by the Council to provide supplies to a network of food banks in the borough. It is managed by the Barnet Together Alliance, the Council’s VCFSE infrastructure partnership and specifically by Groundwork London.
The annual funding cycle for the Food Hub is from 1 October to 31 September.
Until now the bulk of the funding for 2022/23 was from Adults and Health Covid emergency funding. Further budget has been identified to cover another year of running costs from October 2023 to September 2024. This amounts to £302,994.

Summary |
The previous lease of the Montrose Park Café Hub was forfeited in May 2023 and the property was vacant for several months before forfeiture took place, and since then.
The property has since been extensively marketed and the Council wishes to proceed to grant a new lease to ColinDeli Ltd for a term of 14 years on full repairing terms at a rent of £35,000 per annum subject to review in line with CPI every 5 years and on the penultimate day of the lease. It is proposed that the tenant be granted 3 months' rent free and that there is a mutual break option two and half years into the lease and thereafter every 5 years. |

Due to the aggregated rental income throughout the lease term, this decision requires the approval of a Cabinet Member under delegated powers which are sought to enable completion of the new lease.

Summary |
Dollis Primary School, a Community School (the School), has been approved by the Secretary of State for Education (SoS) to convert to an Academy as part of a multi-academy trust (Bellevue Place Education Trust (BPET)). As part of the conversion process, the Council is expected to grant a lease of the land and buildings used by the School to the Bellevue Place Education Trust (BPET) in terms of the model long term Department for Education Academy Lease. In addition, upon conversion, the Council intend to take a lease back from BPET of part of the premises The Council, the Governing Body of the School and BPET are also required to execute a Commercial Transfer agreement, which includes information relating to;
(i) Any employees of the Council or the Governing Body who are assigned to the school and who will transfer from the employment of the Governing Body or the Local Authority to the Bellevue Place Education Trust (BPET); and (ii) Assets and contacts which will transfer from the Local Authority or the Governing Body to the Bellevue Place Education Trust (BPET), together with other rights and obligations of the Council, the Governing Body or the Bellevue Place Education Trust (BPET). The Commercial Transfer Agreement is to be covered in a separate decision. The Leader and Cabinet Member for Resources and Effective Council is responsible for property assets, and the Portfolio Holder for Family Friendly Barnet is responsible for education. The terms of the proposed lease are based on the Department for Education’s template school lease for a standard term of 125 years from completion. Para 20 of schedule 1 to the Academies Act 2010 disapplies the Council’s obligation under section 123 of the Local Government Act 1972, to obtain best consideration, where property is let for the purposes of an academy.

27/07/2024 - Investment Partnership (LLP) - Approval of Legal Documents ref: 9394 Recommendations Approved
Housing and Growth Committee (HAG Committee) on 23 March 2023 delegated authority to the Deputy Chief Executive in consultation with the Chair of the Housing and Growth (HAG) committee/ portfolio lead to:
· in consultation with the S151 Officer, approve and finalise the terms of the proposed Investment Partnership Members’ Agreement and establish the Investment Partnership (LLP) with Kuropatwa Group, as the approved private sector partner.
· to agree the terms of and enter into all further documents that are required in order to give effect to the arrangements described in the HAG Committee report.
During the period since HAG Committee in March 2023, London Borough of Barnet (LBB), its legal advisors and representatives of Kuropatwa Group, have now finalised the terms required to enter into the following documents for the establishment of the LLP and to bring forward development of the sites at Park House, Manor Park, Avion Crescent and Mill Hill Golf Club/Courtland School Playing Field:

The S151 Officer & members have been consulted as to the terms of the proposed Investment Partnership Members’ Agreement and establishment of the Investment Partnership (LLP).
Manor Park was previously approved as a site for development under the Small Sites Modular Programme, approved by the Housing and Growth Committee in November 2021. This site is more suitable for market housing, therefore strategically didn’t align with this programme which is focused on delivering 100% affordable housing. A programme substitution is proposed by swapping a development pipeline site of the former East Barnet Library with Manor Park. As Housing and Growth Committee had previously also approved the principle of disposal of East Barnet Library, a separate decision will be required to deal with its addition to the Small Sies Modular Programme as needed. It is intended the applications for affordable housing to be linked with sites delivered by the partnership with Kuropatwa Group for the purposes of planning.

Summary |
A Business Planning Report was received by Cabinet on 18 July 2023 outlining the council’s updated Medium-Term Financial Strategy (MTFS) to 2029/30 and the future financial risks and challenges facing the council. The Chief Finance Officer report was received by Cabinet on 5 September 2023, outlining the review of fees and charges. One of the recommendations was to delegate the approval of the executive side fees and charges to the Portfolio Holder for Resources & Effective Council once they have been subject to consultation and EQIA, which was agreed at Cabinet. The report also stated the council will review fees and charges on an annual basis, and subject to consultation and consideration of equality impact assessments, all revised fees and charges should be at full cost recovery, where consideration is given for those driven by inflation, or statute. This report requests authorisation for the proposed Building Control fees and charges as set out in Appendix A, for implementation from 1 April 2024. Building Control authorisation is being requested separately to all other executive fees and charges as the service was waiting for new legislation to be finalised. Non-executive fees and charges were submitted to Council on 17th October 2023 and approved. This paper proposes a review of the Council’s current Controlled Parking Zone (CPZ) policy and principles, which were agreed by Environment Committee on 18 January 2021. The objective of the proposed review is to determine the viability of alternative principles that would meet the road safety and parking needs of the borough whilst enabling the ability to use shorter parking controls or smaller zonal areas, where appropriate, to better reflect resident, business, and community feedback.
The paper also proposes an interim approach for implementing parking controls in areas with urgent/priority need or there are higher levels of support whilst the review is completed, subject to engagement with the relevant ward members.

This report details the decision of the Leader of the Council and Cabinet Member for Resoruces and Effecitve Council to approve the acquisition of a residential property for establishing a permanent small children’s home. This initiative is crucial in addressing the nationwide placement crisis for looked-after children and young individuals, particularly those in high-cost crisis placements. The approval encompasses the property purchase and associated costs for renovation, ensuring it meets safety standards and is suitable for our children people within the borough.
In the recent months, Family Services have established a temporary solo provision residential home supporting one child at any given time. Due to the complex needs and vulnerabilities of the child, it is essential to offer one-on-one support in the home, ensuring they receive comprehensive assistance to facilitate their transition to a permanent placement. However, given the temporary nature of this arrangement, it is crucial to establish a lasting provision to sustain ongoing support for children and young people entering the care of the local authority.
Establishing this children’s home ensure that children can stay in their local area, maintaining relationships with friends, family, and community support. Creating in-house provision helps avoid expensive out-of-borough placements during crisis, leading to substantial savings for the council through the Family Services MTFS programme.

29/11/2023 - Borough of Culture Bid ref: 9219 Recommendations Approved
Barnet is bidding for the London Borough of Culture in 2027 through the Greater London Authority (GLA). This is a key part of the Council’s aspirations to become a Borough of Fun as outlined in Our Plan for Barnet and the Council’s emerging Culture Strategy.
If successful, the Council will receive a grant from the GLA. As part of Barnet’s bid submission, the council must provide match funding for either the title award or a Cultural Impact Award.
This report authorises the release of that match funding to support the council’s bid and to put culture at the heart of communities in Barnet. This funding, along with the GLA grants, will deliver an extensive programme of culture across Barnet.

This
report seeks approval to award a contract to Liberata UK Limited
(Liberata) to deliver a Payroll Managed Service for the London
Borough of Barnet (LBB) and Barnet Education and Learning Service
(BELS).
LBB (the Council) is
undertaking a significant in-sourcing of its core capabilities
provided by Capita across back-office functions and implementing
cloud solution Oracle Fusion. A managed service provider is needed
in the short-term while the Council builds its knowledge base to
bring payroll in-house.
The procurement
approach used was direct award through an online catalogue hosted
on the Contract Award Service (CAS) using the Crown Commercial
Service (CCS) G-Cloud 13 Framework.
The
first 15 months of the contract (November 2023 – March 2025)
will be for implementation and transition resource who will work
alongside the Barnet Oracle Cloud Implementation Team. This will
allow access to Oracle payroll expertise during critical stages of
design-and-build. Liberata will start managing the payroll service
on 1 April 2025 once the Oracle Payroll Cloud solution is
live.
The
award is for a single contract for 3 years from 1 November 2023 to
31 October 2026 with an option to extend for a further 1
year.
The estimated implementation costs are £0.225m and the estimated annual managed service costs are £0.373m. The estimated total contract cost is £0.832m over the three-year term.
