27/03/2017 - Adults & Health Joint Commissioning Unit Restructure ref: 6597    Recommendations Approved

A review of the Joint Commissioning Unit (JCU) carried out in 2016 identified opportunities to improve the management structure of the JCU, to ensure it has the right structural design and form to effectively deliver the commissioning plans of the Council and the Barnet Clinical Commissioning Group (BCCG). Following a period of informal engagement with JCU staff, restructure proposals were subject to formal staff consultation in the period 16 January – 14 February 2017. This paper sets out the final form of the restructure and the timetable for implementing the new structure.

Decision:

Policy and Resources Committee agreed on 16 December 2015 in the 2016/17 forward plan to authorise procurement of Accommodation and Support Services. The Services were put out to tender on 16 September 2016 and invited applications to apply to join an approved list of providers. Following the procurement process, it is recommended that the providers listed in this report and at appendix A are awarded contracts under accommodation and support lots 2 to 8 inclusive. (Services under lot 1 are due to commence on 1 June 2017 and will be subject to a separate report). The contract term is three years with the option to extend for  a further two years if deemed suitable.

19/11/2013 - Millbrook Park NW7- Royal Engineers Way - Phase 2a - s38 road adoption work ref: 6587    Recommendations Approved

The Developers, Inglis Consortium LLP applied to the Council for planning permission which was granted on 22 September 2011.

 

Reserved matter application seeking approval for advance infrastructure works in relation to Phase 2a of Millbrook Park (Mill hill East), comprising ground re-profiling and construction of new roads with associated multi-utility infrastructure, pursuant to outline planning permission H/04017/09, condition 5b dated 22/09/11.

 

This phase of the development gains access from the main link road currently being constructed as part of the previously agreed DPR No. 1744, 27 July 2012. The section that the bus turnaround area will connect to, has already been constructed. This road will eventually link directly with Bittacy Hill when a later phase is completed.

 

Relevant drawings for the proposed road adoption agreement as well as other general correspondence with the developer, are held by the Traffic & Development Section, Development and Regulatory Services.

The Chairman introduced the item, which related to the development of online technology for adult social care.

 

James Mass, Assistant Director – Adults and Communities, was invited to the table to provide an overview of the contents of the report and answer questions from the Committee.

 

Following comments and questions from the Committee, Mr. Mass clarified that the new online system will run concurrent to the existing methods that service users use to manage their social care allowance. He further gave assurance that service users will still be able to access information and care through means other than digitally.

 

Following consideration of the item, the Chairman then moved to the recommendation. The following was RESOLVED:

 

·         That the Committee noted the report setting out the development of online technology for adult social care in Barnet.

The Chairman introduced the item, which related to the Fit and Active Barnet Framework. He stated that the word ‘Framework’ was missing from recommendation 1 (after ‘Fit & Active’), and – with the Committee’s approval – said that the recommendation would be considered with this change.

 

Cassie Bridger, Strategic Lead – Sport & Physical Activity, was invited to the table to answer questions from the Committee and to provide an overview of the contents of the report.

 

Following consideration of the item, the Chairman then moved to the recommendations, which were unanimously agreed. The following was therefore RESOLVED:

 

1.    The Adults & Safeguarding Committee approved the final version of the Fit & Active Barnet Framework 2016 – 2021 (Appendix 1);

 

2.    The Adults & Safeguarding Committee considered the public consultation findings for the Fit & Active Barnet Framework 2016 – 2021 (Appendix 2);

 

3.    The Adults & Safeguarding Committee considered the Fit & Active Barnet Framework 2016 – 2021, Equalities Impact Assessment (Appendix 3).
