1.    To approve the award of contracts to the providers set out in Appendix A for the provision of hired passenger transport assistants following the DPS procurement process.

 

2.    To authorise Cambridge Education to manage contracts with individual providers on the Council’s behalf including contracts with those providers listed in Appendix A and any further contracts let through the DPS procurement process.

11/09/2017 - Brent Cross Cricklewood Scheme Settlement Agreement with NLWA/London Energy ref: 6924    Recommendations Approved

To report and authorise the Council (LBB) entering into the Settlement Agreement with North London Waste Authority (NLWA) and London Energy (previously London Waste Limited) in relation to the land which forms part of the land comprising The London Borough of Barnet (Brent Cross Cricklewood) Compulsory Purchase Order (No. 3) 2016 to secure the delivery of the Thameslink Station and continued regeneration of the Brent Cross Cricklewood.  The Agreement facilitates the relocation of NLWA/London Energy from their existing Hendon Waste Transfer site  to the east of the Midland Main Line to a new road based Waste Transfer Station at Geron Way. Following exchange, NLWA/London Energy will withdraw its objections to the CPO.

Approval in Principle documents cover the selection of bridge type, the materials for its construction and methods of analysis and design to be adopted.

 

Approval in principle documents for; for new North Approach to Tempelhof Bridge,Tempelhof Bridge, Tempelhof South Approach, Tempelhof Deep Subway, Tempelhof Temporary Footbridge, Living Bridge, Living Bridge Southern Approach, Wall ER6, Wall ER7, Reach 1 River Channel Retaining Walls, Reach 2S River Channel Retaining Walls, Reach 2N River Channel Retaining Walls, Reach 3S River Channel Retaining Walls, Reach 3N River Channel Retaining Walls, Clitterhouse Stream Culvert Prince Charles Drive Extension, Retaining Wall 38, Retaining Wall 39, Retaining Wall 46 and Tiling Road To B6 Approach Retaining Wall.

These bridges and retaining walls will support new sections of highway required for the Brent Cross Cricklewood Phase 1 North development.

The designs based on these Approval in Principle documents will be reviewed as part of the S278/S38 Agreement process to be signed with developer Hammerson Standard Life.

06/06/2018 - Brent Cross Cricklewood - Brent Cross West Station - Commencement of Early Works ref: 6921    Recommendations Approved

On the 27th November 2018 the Assets Regeneration and Growth Committee delegated authority to the Deputy Chief Executive in consultation with the Chairman of the Committee inter alia:

A.   to agree to take all necessary steps to enter into various agreements including an Implementation Agreement with Network Rail to continue the GRIP 5 design and early works; and

B.   to authorise the commencement of the early works (rail and non-rail) subject to progress on the wider BXC programme.

The Assets Regeneration and Growth Committee on the 12th March 2018 inter alia approved in principle that the Council procure Network Rail to deliver the Brent Cross West Station and sidings and delegated authority to the Deputy Chief Executive to finalise and agree the detailed Implementation Agreement for approval by the Committee in September 2018.

 

The Deputy Chief Executive has in accordance with the above agreed the terms of the early works Implementation Agreement with Network Rail in respect of early enabling works to remove construction spoil as well as removal/treatment of vegetation and invasive species, construction of a temporary haulage road and site clearance and remediation and commencement of those works having regard to the wider BXC programme

 

This report authorises accordingly the completion by the Council of the Implementation Agreement with Network Rail in respect of early works to remove construction spoil as well as removal / treatment of vegetation and invasive species, construction of a temporary haulage road and site clearance and remediation and commencement of those works having regard to the wider BXC programme.

These works are required to facilitate construction of the main sidings and station work, anticipated later this year to meet the Brent Cross West Station opening date of May 2022 as reported to the Assets, Regeneration and Growth Committee on 27 November 2017 and 12 March 2018.
