Councillor Ross Houston, Deputy Leader and Cabinet Member for Homes and Regeneration presented the report.

DECISION:

RESOLVED:

1. That Cabinet (as Shareholder Representative and landowner) gave authority for the Deed of Amendment and any associated legal documentation relating to this amendment to the Homes Building Fund loan facility between the Council, BXS LP, Homes England and others to have the Council’s seal affixed to the documents.
2. That Cabinet delegated authority to the Executive Director of Growth in consultation with the S151 Officer to agree any further amendments to the HE Loan that are of benefit to and do not have any adverse impact on the Council.
3. The Cabinet is the Shareholder Representative for the council on the Joint Venture. Cabinet wished to delegate this Shareholder Representative role to The Leader of the Council. This will mean that amendments need to be made to the Constitution which only Full Council can make and this will be referred to the next Council meeting.

1. That Cabinet approved the adoption of the Community Care Contributions Policy.
2. That Cabinet approved the adoption of the Residential and Nursing Care Contributions Policy.
3. That Cabinet delegated authority to the Executive Director for Communities, Adults and Health in consultation with the Cabinet Member for Adult Social Care to update the policies once every 2 years or as required.
4. That Cabinet delegated authority to the Executive Director for Communities, Adults and Health for minor amendments to the policies, for example changes to nationally set thresholds.

Officers noted a correction to the savings figures under sections 5.5 and 5.6 of the report and noted that the net savings figures are currently higher than reported. It was agreed that the updated figures would be circulated to Cabinet Members for information.

1. Noted and approved the amendments to the Private Sector Housing Financial Assistance Policy 2017 (which will be referred to as the amended policy once approved).
2. Delegated approval of any further policy amendments in relation to the maximum assistance levels to the Executive Director-Growth in consultation with the Cabinet Member for Homes and Regeneration.

RESOLVED that:

Cabinet approved the award of the Civil Parking & Traffic Enforcement Services contract to the successful tenderer (APCOA Parking (UK) Limited) to deliver those services for a period of FIVE (5) years from 1 November 2025, with an option at the Council’s sole discretion to extend the contract for up to a further TWO (2) years, at a total contract value of £28,577,855 and the finalisation of the contractual arrangements.

1. That Cabinet noted and approved the Barnet Homes’ 2025/26 Delivery Plan.
2. That Cabinet delegated authority to the Executive Director of Growth (and other officers in line with the Schemes of Financial Delegation) to approve change control notices, provided that (i) such notices are within the budgets set out in the table in Section 5.3 of the Annual Delivery Plan, (ii) they do not amount to a Key Decision as set out in LBB’s constitution and (iii) they meet the objectives set out in the 2025/26 Annual Delivery Plan.

1. That Cabinet resolved that The Barnet Kinship Care Offer (2025-2029) is agreed for implementation from April 2025.
2. That Cabinet delegated authority to the Executive Director for Family and Children Services, in consultation with the Cabinet Member for Family Friendly Barnet, to make changes to the Barnet Kinship Care Offer if required due to updated legislation or Government guidance, during the period 2025-2029.

The Leader welcomed Councillor David Longstaff and Cabinet Members noted the points raised by Councillor David Longstaff, Chair of the Barnet Highway Network Task & Finish Group. Councillor Longstaff spoke about the workstreams and the development of the recommendations and thanked all Officers, Members and stakeholders for their contributions.

Cabinet agreed the proposed responses to each of the recommendations of the Barnet Highway Network Task and Finish Group, as set out in Appendix A.

1.     To authorise the completion of an Academy lease on the terms detailed in section 1.5 below to the Wren Academies Trust of the whole site shown edged red on the attached site plan, other than any part of the site which the Council is obliged to transfer to the governing body of the school, on the terms set out in section 1.5 with such minor amendments to the terms and the plan (and if required, modification of the plan to exclude any part to be transferred to the governing body), as may be approved by the Head of Estates.

To agree to raise the cap on supplier financial contributions from 10% to 50% of their total proposed social value commitment.
