Councillor Ross Houston, Deputy Leader and Cabinet Member for Homes and Regeneration presented the report.

 

DECISION:

RESOLVED:

 

  1. That Cabinet (as Shareholder Representative and landowner) gave authority for the Deed of Amendment and any associated legal documentation relating to this amendment to the Homes Building Fund loan facility between the Council, BXS LP, Homes England and others to have the Council’s seal affixed to the documents.
  2. That Cabinet delegated authority to the Executive Director of Growth in consultation with the S151 Officer to agree any further amendments to the HE Loan that are of benefit to and do not have any adverse impact on the Council.
  3. The Cabinet is the Shareholder Representative for the council on the Joint Venture. Cabinet wished to delegate this Shareholder Representative role to The Leader of the Council. This will mean that amendments need to be made to the Constitution which only Full Council can make and this will be referred to the next Council meeting.

  3. That Cabinet delegated authority to the Executive Director for Communities, Adults and Health in consultation with the Cabinet Member for Adult Social Care to update the policies once every 2 years or as required.
  4. That Cabinet delegated authority to the Executive Director for Communities, Adults and Health for minor amendments to the policies, for example changes to nationally set thresholds.

Cabinet approved the award of the Civil Parking & Traffic Enforcement Services contract to the successful tenderer (APCOA Parking (UK) Limited) to deliver those services for a period of FIVE (5) years from 1 November 2025, with an option at the Council’s sole discretion to extend the contract for up to a further TWO (2) years, at a total contract value of £28,577,855 and the finalisation of the contractual arrangements.
