CHAIRMAN’S INTRODUCTION

The Chairman introduced herself and the Officers present and welcomed everyone to the meeting.

1.    RESIDENTS PARKING FOR GREEN ROAD, RASPER ROAD & SHERWOOD STREET N20 – SUBMITTED BY FAISAL CHOUHDRY

The petition was introduced by the Lead Petitioner, Mr Faisal Chouhdry. The residents discussed at length with Members and Officers the problems they face with parking due to the sheer volume of non-residents parking on these roads, along with several local garages parking and working on client’s cars and the pressure of traffic and parking for the 3 local schools. The consequence is that residents are unable to park anywhere near their houses, which has become more problematic since surrounding roads were restricted with CPZs, pushing more cars onto the roads mentioned in the petition. It was noted that the Lead Petitioner had now also spoken to residents in Sherwood Terrace, who would also like a CPZ to extend to their road. Residents queried the cost of a parking permit, which Officers confirmed is dependant on the car and its level of emissions, however residents confirmed they understood their would be a cost to buy a permit, should the CPZ be introduced.

The Chairman referred the petition to the Chipping Barnet Area Committee to look at introducing a CPZ on the roads affected.

4.    TO CONFIRM IF THE FORUMS WILL BE USED AS PART OF THE PUBLIC CONSULTATION EXERCISE ON THE RADICAL CHANGES TO THE COUNCIL – SUBMITTED BY JOHN DIX

Mr Dix introduced the issue and explained why he feels it is important that consultations take place within the forum whereby residents can have open and free-flowing discussions with Councillors and Officers. The Chairman confirmed that she already allows residents to have open and free-flowing discussions at the forum using her discretion as Chairman.  The Chairman however informed Mr Dix that his request to use residents forums as part of the public consultation exercise to discuss the radical changes to the council would be difficult as there is only one council officer who attends at the resident forum and that officer would not be able to answer the questions straight away. It would therefore be more beneficial for residents to attend the ‘Engage Barnet forums’ where the Leader of the Council would be able to respond to resident’s questions and allow free-flowing discussions. In addition, however the Chairman suggested to Mr Dix thatshe would be willing to ask relevant Officers to attend the forum to discuss certain topics before the start of the meeting for 10 minutes and asked Mr Dix to email her to confirm his request. The Chairman agreed to provide dates for the consultations at the beginning and events taking place in the near future. These are detailed below:

5.    CHANGES TO THE COUNCIL’S CONSTITUTION – SUBMITTED BY BARBARA JACOBSON

Mrs Jacobson introduced the issue and highlighted her concerns that speaking limits should not apply to the forums as the forums are for open discussion. The Chairman explained that in chairing the forum she already allows residents to speak freely on petitions and issues, however the speaking limit is needed to ensure all residents have the opportunity to contribute to the discussion and also to ensure that all the issues raised by residents on the list are discussed. She highlighted that elected officials are also allowed to contribute to the discussion at Chairman’s discretion and this was highlighted by the attendance of Ward Councillors and the Leader of the Opposition at the forum.

Following the discussion, the Chairman agreed to take no further action.

6.    TRAFFIC DANGER SPOT AT THE INTERSECTION OF GREENWAY AND SOUTHWAY – SUBMITTED BY BARBARA JACOBSON

Mrs Jacobson introduced the issue and the danger surrounding the intersection. Members agreed the problem may be mitigated by erecting a ‘Give Way’ sign.

The Chairman agreed to refer the issue to the Chipping Barnet Area Committee to explore whether a sign can be erected at the affected intersection.

7.    PARKING RESTRICTIONS CHASE WAY – SUBMITTED BY ANDREW SHEPHERD

Mr Shepherd introduced the issue and provided Members and Officers with a copy of a petition signed by 10 residents in relation to the problem. The resident explained why a white line or a CPZ would not solve the problem and highlighted the number of casualties that have occurred in the area. The Officer explained that yellow lines are not usually used for the suggested purpose, but that due to the cluster of collisions this could be explored.

The Chairman agreed to refer the issue to the Chipping Barnet Area Committee to explore the possibility of double yellow lines on the affected road.
