Hendon Residents Forum 23rd January 2018 Minutes:

1)    Petition: Westmere Drive, NW7, Mill Hill, CPZ.
Submitted by: Martin Rowell
Signatures: 45

Mr Rowell addressed the Committee and explained the issues residents were experiencing trying to park their cars. He said many of the cars being parked on the streets were not owned by residents, meaning residents were having to park on streets a distance away from their homes.

 

Residents at the meeting confirmed they too were experiencing the same issues as raised by Mr Rowell, in addition they said cars were being dumped on streets. Residents raised concern that when they have approached owners of these vehicles, they were met with rude and aggressive responses.

The Lead Officer updated the residents that fly tipping would be investigated and that any abandoned vehicles should be reported. £5000 of funding was currently being invested into traffic management in the neighbouring streets and Westmere Drive could be included within this study with a view of incorporation of a CPZ. The Lead Officer will follow up on reports of anti-social behaviour.

 

Following representation of the petition the Chairman decided to refer the petition to the next meeting of the Area Committee on the 28th February 2018.

 

2)    Petition: Pedestrian crossing in Flower Lane, NW7 – Mill Hill

Signatures 139

A representation was made by Father Young and was also endorsed by other attendees. He told the committee that public safety was a concern in the area due to the increased speed of traffic by Hartley Hall. He said that there has been an increase in footfall in the use of Hartley Hall and is frequented by young children to the elderly.  There had been near misses in crossing Flowers Lane. He asked that his preference was for a Zebra Crossing but that if a pedestrian crossing were not feasible, that some alternative traffic calming measures should be implemented.

 

Following representation of the petition the Chairman referred the petition to the next meeting of the Area Committee on the 28th February 2018. The Chairman also asked that a site meeting with Ward Councillors be conducted with officers.

 

3)    Issue: Buses cannot pass the parked cars at 43 Flower Lane, NW7, Mill Hill

The Chairman noted the Officer’s response and decided to instruct an appropriate officer to contact the resident within 20 working days to provide an additional response on how the issue could be resolved.

 

4)    Petition: Resident parking zone for Daws Lane , NW7, Mill Hill.

Signatures: 33

A representation was made by Mrs Hallion, she explained that those that had signed the petition were finding it very difficult to park anywhere near their homes. Mrs Hallion said mothers with small children and those with disabilities were struggling with the current situation.  She said that if she leaves her house in the morning, she is unable to park on her return and some residents have had to resort to parking illegally in front of drives or on double yellow lines. Mrs Hallion’s request was also endorsed by another attendee.

 

After representation, the Chairman referred the petition to the next meeting of the Area Committee on the 28th February 2018.

 

5)    Petition: Reconsider CPZ on Colin Crescent NW9 – Colindale.

Ms Brown made a representation to the Committee. She explained that having a CPZ would be inconvenient for the residents and there was no demand for one as the road is very quiet with no schools or businesses within proximity. Mrs Brown said the CPZ would penalise the current residents and alienate elderly and disabled residents who rely on visitors being able to park on the road.

 

Residents present at the forum, living on Colin Crescent, supported the views expressed by Mrs Brown.

 

Councillor Narenthira told residents all concerns about the CPZ have been passed onto officers and these will all be considered before recommendations are made.

 

The Chairman noted the concerns of the residents. The Chairman informed the residents that the results of the consultation on CPZ’s in Colindale were being reported to the next Hendon Area Committee on the 28th February 2018. The Chairman advised residents that they could submit comments and questions in relation to the report to the relevant governance officer before 10am on the third working day before the meeting, in this case 10am on Friday 23rd February.

 

6)    Petition: Petition for request of boundary for Colindale CPZ consultation to be extended to include Gervase Road.

Ms Casu made a representation to the Committee. She explained that their road needed a CPZ as currently residents often cannot find parking spaces near their homes. Residents are having to park in neighbouring roads, sometimes a fair distance away from their homes. She said the nearby car park was not an option for residents, as cars left here overnight are often targeted by vandals.

 

The Chairman noted the concerns of the residents. The Chairman informed the residents that the results of the consultation on CPZ’s in Colindale were being reported to the next Hendon Area Committee on the 28th February 2018. The Chairman advised residents that they could submit comments and questions in relation to the report to the relevant governance officer before 10am on the third working day before the meeting, in this case 10am on Friday 23rd February.

 

7)    Petition: Petition against the proposed parking restrictions on Longfield Avenue, NW7, Mill Hill, CPZ.

Signatures: 92

Mr Benson made a representation to the Committee. Mr Benson explained that the proposed CPZ times were too long and that this would have a negative impact on the residents. Mr Benson said most of the residents have access to parking and that a shorter CPZ time restriction e.g. one hour in the daytime would be more appropriate.

 

Residents living on Longfield avenue, present at the forum, supported Mr Benson. The residents felt the current proposal would affect visitors, who would have to pay for permits to park.

 

The Chairman noted the concerns of the residents. 8)    Issue: Station Road and Brampton Grove, NW4, Hendon, pot holes.

The Chairman noted the officer’s response, no further action was requested.

 

9)    Issue: Road surface in Rushgrove Avenue, NW9, Colindale.
Submitted: David Beere

Mr Beere noted that some of his questions had not been fully answered and requested further clarification. The Chairman requested Mr Beere email the questions to the Governance Officer who would arrange an appropriate Officer to respond to the outstanding questions.

 

The Chairman requested an appropriate officer to contact the resident within 20 workings days to provide an additional response.

 

10)Petition: Greyhound Hill Petition, NW4, Hendon
Submitted by: Residents of Greyhound Hill

Signatures: 118

The lead petitioner was not present at the meeting, no representations were made.

 

The Chairman noted the petition and requested an appropriate officer contact the resident within 20 working days to provide an additional response.

 

11)Petition: Objection to CPZ on Wardell Close, NW7, Mill Hill

Councillor Zubairi commented on the petition in the absence of Christine Butt. The Councillor said that this was another area of Colindale where a CPZ was opposed by the residents as they feel it was unnecessary on their road.
