Minutes of the Chipping Barnet Residents Forum

Held at Chipping Barnet Library 23^rd January 2018

Members and Officers Present: - Councillor Lisa Rutter (Chairman), Councillor Caroline Stock (Vice-Chairman); Jamie Cooke, Strategic Lead – Effective Borough Travel, Naomi Kwasa - Governance

CHAIRMAN’S INTRODUCTION

The Chairman introduced herself and the Officers present and welcomed everyone to the meeting.

1. DANGEROUS STATE OF PAVEMENTS IN NORTHUMBERLAND ROAD, FROM MONKS AVENUE TO HIGH ROAD, WHETSTONE – SUBMITTED BY SANDRA BARNETT

The petitioner introduced the item and brought forward photos to show the Members and Officers present. The Committee also discussed the pot holes on the road. Mr Cooke confirmed he will send inspectors to the road and would inform Ms. Barnett when this was due to take place. He also confirmed that residents can inform their Ward Councillors, who are able to put in a request to Highways to look at specific jobs that need completing within their ward.

The Chairman referred the petition to the Chipping Barnet Area Committee to request funding to fix the worst sections of the pavement.

2. PARKING ON CORNER OF SINGLETON SCARP AND LULLINGTON GARTH N12 – SUBMITTED BY ZOKA SHAW

The item was introduced by Mr Daniel Shaw, on behalf of the petitioner, who brought forward photos to show to the Members and Officers present. Fellow residents and Ward Councillors agreed there is a problem with cars parking too close to the end of the road making it dangerous for other cars and pedestrians. Councillor Stock agreed to visit the road with the resident to confirm where they would like the yellow lines to extend to.

The Chairman referred the petition to the Chipping Barnet Area Committee to request funding for double yellow lines.

3. ALSTON ROAD 20MPH ZONE – SUBMITTED BY FAROOQ HAQUE

The item was introduced by Mr Paul Lemon, on behalf of the petitioner. Representations were also heard from Ward Councillor, David Longstaff. The Chairman read out a response from the police, as follows;

‘I have run two speed operations in Alston road in the past. We have found on both occasions that no one has been recorded as speeding despite concerns from residents in the area that there is a problem with speeding in Alston road. From memory I believe that most of the vehicles we checked were doing between 10 and 20 mph.

I believe that the residents’ concerns stem from the fact that as cars tend to park on both sides this can give a false impression of speed i.e. a car can look like it is going faster than it actually is due to the narrowness of the road. The width gate on that road also acts as good check on the speed of cars travelling along the road.’

The committee discussed the issue and residents felt the previous speed operations had taken place during busy times of the day and that the results were not representative of the speeds which vehicles travel on the road during quieter times of the day, for example, before 6.30am or after 10pm. They also felt that due to the nearby school a 20mph zone on the whole road would be more appropriate.

The Chairman referred the item to the Area Committee to look into extending the current 20mph zone to the whole of the Alston Road.

4. TOTTERIDGE LANE JUNCTION OF WAITROSE CAR PARK – SUBMITTED BY DAVID HARVEY

A written response to the issue raised by the resident was published and he did not attend the meeting. Here is a web link to the response:

The Chairman noted that Officers are currently drawing up proposals to address this issue, including double white lines, a raised ridge in the road, and a sign to warn motorists to slow down and beware of vehicles exiting the car park.

The Chairman agreed to take no further action.

5. GRIT BINS ON OAK TREE DRIVE AND GREAT BUSHEY DRIVE – SUBMITTED BY UMRAN ALTUNKAYA

A written response to the issue raised by the resident was published and she did not attend the meeting. Here is a web link to the response:

The Chairman agreed to take no further action.
