RESOLVED that

 

1. £3,000 CIL funding be agreed in total for both the Members CIL applications for double yellow lines;

 

2. it be noted that Officers will assess the length of the lines required in agreement with the Ward Councillors

Implement double yellow lines on the junction of Friern Mount Drive and the High Road, N20.

Councillor Smith introduced his item:

 

I request funding to implement double yellow lines on the junction of Friern Mount Drive and the High Road, N20. This is to address the current situation in which vehicles regularly park very close to these junctions, making it very difficult for drivers to see properly when exiting these roads onto the High Road.

RESOLVED that

 

1.£3,000 CIL funding be agreed in total for both the Members CIL applications for double yellow lines;

2. it be noted that Officers will assess the length of the lines required in agreement with Ward Councillors.

Playground equipment for the New Southgate Recreation Ground

The Greenspaces Team have been looking at quotes to improve the playground equipment at the New Southgate Recreation Ground which has not been improved for considerable time and residents feel has been neglected in recent years. The full quote for all the improvements needed is considerable and larger than the amount which we can allocate from CIL but the Greenspaces Team do not have funding for it at this time. Therefore, I would like to request funding for specific parts of the planned improvements so that residents and local children can enjoy some improvements to the playground as soon as possible. I would like to request funding of £25,000 and suggest it be used to fund the proposed Viper and Nexus Altitude 7 equipment along with the necessary safety surfacing to accompany them.

Decision

Councillor Weeden-Sanz introduced his Members’ Item.

Members expressed concern about the longevity of Eco Mulch and questioned if a better alternative could be used within the current budget estimate for this.

 

It was agreed that Councillor Weeden-Sanz would investigate this and email Members of the Committee with the outcome.

I request that the Area Committee agrees to extend the double yellow lines already agreed along the Oakhill Park side of Parkside Gardens to the entrance of the park.

Some double yellow lines were discussed at the last Committee following a referral from the Residents’ Forum, but they need to go up to the entrance of the Park.
With the increasing popularity of Oak Hill Park due to the cafe, the Park run, the football matches etc., the car park is often full, and cars are parking along the hedge line and at the junction with Church Hill Road. There is then insufficient space for vehicles to pass, this is particularly the case for buses and commercial vehicles and the result is gridlock. This request will ensure an end to these gridlock problems and allow all vehicles including emergency vehicles to always have access
Maps attached at Appendix 1 and 2 show the area for which double yellow lines are requested.

Councillor Coakley Webb introduced her item.  She mentioned that she had emailed the Committee a letter from the Clerk to the Trustees of the Lancelot Hasluck Trust.  As she had only sent it at 7.40pm during the meeting, she had handed out hard copies at the beginning of the meeting. Councillor Cornelius noted that the letter only expressed the Clerk’s personal opinion and was not sent on behalf of the Board.

In my capacity as Clerk to the Trustees at the Lancelot Hasluck Trust’s site on Parkside Gardens, and as a local resident, I would like to say that I agree in principle to extending double yellow lines along Parkside Gardens on the park side, to the entrance to the park.

 

Parking both sides of the road causes mayhem and accidents and it is on the 382 bus route. On many occasions the bus has been unable to drive along this section to Church Hill Road.

Councillor Weeden-Sanz commented that he had spoken to a number of residents in the road and the surrounding area and they were not in favour of extending the double yellow lines on the Oakhill Park side of the road all the way to the entrance of the park.

 

It had already been agreed at the last meeting of this Committee that double yellow lines be installed but that Officers would liaise with Councillor Weeden-Sanz to agree the length of the lines down Parkside Gardens from the junction with Church Hill Road.  He confirmed that he was due to discuss the matter with Officers in the next few weeks.

 

Councillor Coakley Webb also mentioned that the residents of the Lancelot Hasluck Trust were having a problem walking along on the park side of Parkside Gardens as the hedge was overhanging the pavement, forcing them to walk in the road.  Councillor Weeden-Sanz agreed to investigate this matter in his role as Ward Councillor.

 

Decision

RESOLVED that

1. Double yellow lines be installed at the junction of Churchill Road with Parkside Gardens with the length to be agreed between Officers and Cllr Weeden-Sanz, as agreed at the meeting on 23 January 2019.

2. The Committee noted that CIL funding had already been agreed and allocated at the 23 January meeting.

I should like a camera installed to ticket offenders who cross the double white lines and a hatched area in Totteridge Lane by the entrance/exit of Waitrose Car Park. Although the double white lines have been effective in stopping the majority of dangerous overtaking which had often led to accidents, some people are still offending and there have been several near misses recently.

Decision

RESOLVED that that the item be withdrawn as the installation of a camera for this purpose would not be within the Council’s enforcement powers.

We have received several complaints about the CPZ around the hospital, namely from Bells Hill and the roads off it that are not in the CPZ, as well as Trinder Well Road and Pepys Crescent.  Officers have said they will be reviewing the CPZ, which is due around now. The CIL has been used before for CPZ consultation, so I would like to request funding to be used again to consult with residents in these roads as part of the review.

 

Decision

RESOLVED that

 

1.    It be noted that £5,000 has already been allocated for this    purpose;

2.    It be agreed that Officers meet with Ward Members to look at the issues, prior to the review.
