Saman Alaghehband and Freddy Cantor spoke in relation to West Heath Drive, West Health Avenue and West Heath Road.

 

The Member Liaison Officer and ward Member Councillor Perlberg, responded to the issues raised.

 

Following a discussion and having considered the matter, the Chair moved to vote on the recommended actions.

 

RESOLVED that:

The West Area Committee instruct an appropriate named officer contact the citizen within 20 working days to provide an additional response and that this response be published in the meeting documents available on the website.

Area Committee Funding - Neighbourhood Community Infrastructure Levy (CIL) Road Safety & Parking Fund Update pdf icon PDF 185 KB

Assistant Director of Capital Delivery, Matthew Waters informed the Committee that approximately £1.2m of funding was available for road safety and parking issues across the Borough. The report reflected the amount of spend for schemes to date for the West Area Committee.


RESOLVED that the West Area Committee:

1.     Notes the Community Infrastructure Levy (CIL) funding available for allocation during 2023/24 (in accordance with the CIL regulations), as set out in paragraph 5.4 of the report & in Appendix 1.

 

2.    Notes the CIL amount and re-allocated underspends & overspends in paragraph 1.7 of the report & in Appendix 1.

 

3.    Notes the Road Safety & Parking Fund available for allocation during 2023/24 in paragraph 5.8 and as set out in Appendix 2.

The West Area Committee considered the following NCIL requests.

 

Green Social – Councillor Kamal Bahadur Gurung

Bianca Ilii, NHS Social Prescribing Manager presented the item and highlighted the benefits of the Green Social Project.

 

Further to a discussion, the Committee voted unanimously to approve the application.

 

RESOLVED that the West Area Committee:

 

1.     Consider the requests as highlighted in section 1 of the report.

2.     Award full funding of  £13,304  and any conditions attached and note the implications to the Committee’s NCIL funding budget.

 

 

Granville Road Estate Community Garden – Councillor Nigel Young

Councillor Giulia Innocenti presented the item on behalf of Councillor Young and highlighted the benefits of the scheme.

 

Further to a discussion, the Committee voted unanimously to approve the application.

 

RESOLVED that the West Area Committee:

 

1.     Consider the requests as highlighted in section 1 of the report.

2.     Award full funding of £11,000 and any conditions attached and note the implications to the Committee’s NCIL funding budget.

 

 

Basing Hill Park – Councillor Matthew Perlberg

Gabrielle Friedman presented the item and highlighted the benefits of the scheme.

 

Councillor Perlberg added that a lot of pollution travelled into the park. Therefore, the acoustic fencing would act as a barrier to air and noise pollution and other parts of the proposed scheme would lead to the park’s overall improvement.

 

Further to a discussion, the Committee voted unanimously to approve the application.

 

RESOLVED that the West Area Committee:

 

1.     Consider the requests as highlighted in section 1 of the report.

2.     Award full funding of £150,000 and any conditions attached and note the implications to the Committee’s NCIL funding budget.

 

 

Environmental and Wellbeing Project – Councillor Sara Conway

Sara from Sparklers Nursery presented the item and benefits of the scheme.

 

Further to a discussion, the Committee voted unanimously to approve the application.

 

RESOLVED that the West Area Committee:

 

1.     Consider the requests as highlighted in section 1 of the report.

2.     Award full funding of £7,516.75 and any conditions attached and note the implications to the Committee’s NCIL funding budget.

 

 

Barnfield Primary School 3G Sports Surface – Councillor Ammar Naqvi

Councillor Naqvi presented the item and benefits of the scheme.

 

Further to a discussion, the Committee voted unanimously to approve the application.

1.     Consider the requests as highlighted in section 1 of the report.

 

2.     Award full funding of £65,000 and any conditions attached and note the implications to the Committee’s NCIL funding budget.
