Minutes of last meeting PDF 146 KB Minutes: The Chairman of the Committee, Councillor Graham Old welcomed all attendees to the meeting.
The Chairman requested an update on the Cherry Tree Wood Pavillion building which was discussed at the last Area Committee meeting.
An officer from Estates department informed the Committee of the options that would be considered in regards to the Cherry Tree Wood Pavillion building. She also informed the Committee that a report would be submitted to the January committee meeting which would outline in detail the issues and possible options for the building.
Having considered the update on Cherry Tree Wood Pavillion building the Committee RESOLVED that the minutes of the meeting held on 6 July 2016 be agreed as a correct record.

Public Comments and Questions (If any) PDF 56 KB Minutes: The Finchley and Golders Green Committee noted that Mr Tim Fearn had submitted questions in relation to item 14 which had been circulated. Mr Fearn raised supplementary questions and a verbal response was provided.
In relation to question 6 the Committee noted that the Highways Officer would investigate whether the sign can be moved and report back to the January Committee.
In relation to question 7 the Committee noted that the Highways Officer agreed to contact the resident and provide an update to the Committee.

Following discussion of the issue the Committee unanimously agreed that the Commissioning Director for Environment instructs officers to carry out a site visit with the resident to investigate possible options and how the issue can be resolved.

Minutes: Links View Road Safety / Member’s Item-Ongoing traffic issues at Dollis Road, N3-Councillor Houston
The lead petitioner Mr Jones presented his petition to the Committee. Mr Jones outlined the issues with signage, speed of cars traveling on Dollis road and the visibility issues of cars in Links View.
He requested that a site visit be arranged with officers and residents in order for discussions to take place
The Chairman, Councillor Graham Old proposed that a site visit take place with all relevant parties. He also mentioned the speed of traffic in Dollis Road which is linked to Councillor Ross Houston’s Member Item.
The Chairman invited Councillor Ross Houston to introduce his Member’s Item.
Councillor Houston presented his Member’s item which concerns Dollis Road (item 17). He mentioned that there are no traffic calming measures in place and as a result cars tend to drive fast on that road. He also raised concerns regarding road safety for all users of the road and crossing issues and requested that the Committee give consideration to his item.
The Chairman proposed that in addition to the funding remaining from Crescent Road issues, up to £5,000 for a feasibility study to take place to address three issues. The three issues are safety of traffic emerging from Links View Road, speeding in Dollis Road and the need for a crossing in Dollis Road near its junction with Crescent Road.
The Committee unanimously agreed that:
1. The Commissioning Director for Environment instruct Officers to visit Links View Road and update Members of the Committee 2. That the Committee agreed in addition to the funding remaining from Crescent Road issues, up to £5,000 for a feasibility study to take place to address three issues. The three issues are safety of traffic emerging from Links View Road, speeding in Dollis Road and the need for a crossing in Dollis Road near its junction with Crescent Road, and report findings back to a future committee meeting
Ingram Road, East Finchley
Mr McGrath presented the petition around Ingram Road on behalf of the lead petitioner Mr Bock.
Councillor Mittra requested that a Community Roadwatch study is undertaken in regards to Ingram road and that information is distributed to Members via email.
The Committee unanimously agreed and RESOLVED:
1. That the Committee requests that a Community Roadwatch study is undertaken regarding Ingram Road and that information is distributed to Members via email.
The Hocrofts, NW2-request for a vehicle weight restriction
Mr Linger the lead petitioner presented the petition on Hocrofts. Councillor Peter Zinkin expressed his support and requested that the Committee commits an amount to allow this issue to progress.
Following discussion it was agreed that up to £2,500 should be allocated from the budget for a consultation around the introduction of a 5 tonne weight restriction.
The Committee unanimously agreed the proposal and it was therefore RESOLVED:

The Committee unanimously agreed the recommendation and it was therefore RESOLVED:
1. That the Finchley and Golders Green Area Committee noted the amount available for allocation during 2016/17, as set out in Appendix 1.

Minutes: Councillor Rohit Grover moved to add a third recommendation as follows:

The Committee considered this and unanimously agreed the additional recommendation which became the substantive recommendation.
It was therefore RESOLVED:
1. That the Committee note the outcome of the statutory consultation as detailed within this report and approve the following, at a total estimated cost of £11,000 for item number 2 below.
2. That the Committee instruct the Commissioning Director for Environment should introduce the extension to the Garden Suburb ‘GS’ Controlled Parking Zone (CPZ) into Heathgate and South Square NW11 as originally consulted, through the making of the relevant Traffic Management Orders, with the exception of the modification outlined in (a) and (b) below, and as shown on drawing number SCR113-1b.
(a) That a length of at any time waiting restriction should be provided on the north-west side of South Square outside St Jude’s Church; and (b) That an additional parking place should be provided on South Square in the vicinity of Nos. 19 and 20 South Square.
3. To proactively monitor any displacement to surrounding roads after the CPZ is introduced

The Committee unanimously agreed the recommendations and it was therefore RESOLVED:
1. That the Finchley and Golders Green Area Committee approved the Quietway Delivery Plan included at appendix 1 so far as it affects Woodhouse Ward
2. That the Finchley and Golders Green Area Committee delegated authority to the Commissioning Director for Environment in consultation with Woodhouse Ward members to consider and approve the concept designs for public consultation for locations in Woodhouse Ward

Following discussion it was proposed that no further action was taken on this issue and the votes were recorded as:
Councillor Cooke proposed to refer this issue to the Environment Committee to make a decision as the issue affected wards in both Finchley and Golders Green and Chipping Barnet.
Three Members supported this referral including Councillor Cooke and it was therefore RESOLVED: 1. That the Committee decided to defer the decision around CPZ in North Finchley to the Environment Committee.
