The Chairman announced that Item 7 of the agenda (Town Centres in Finchley and Golders Green) be brought ahead of Item 6 (Members' Items) in the meeting order.

Minutes:

The Lead Commissioner for Regeneration and Growth introduced the report.

 

 

RESOLVED:

 

1.    That the Committee note the specific proposals relating to town centres set out in Appendix B, which are currently the subject of public consultation.

 

2.    That the Committee provides a recommendation to the Assets, Regeneration and Growth Committee that Finchley Church End, North Finchley and Golders Green be identified as Main hubs, and that East Finchley potentially also be identified as a fourth main hub, but that this development support should not be at the expense of Cricklewood.

Members' Item - Issues relating to the parking situation around Summerside School, Crossway N12 pdf icon PDF 317 KB

Minutes:

The Committee heard Councillor Cooke’s representation on the parking situation around Summerside School, Crossway N12, and a request for a plastic mesh parking area on the green on the west side of Crescent Way near the school to be considered.

 

RESOLVED:

 

1.    That the Strategic Director for Growth and Environment instruct Greenspaces officers to consider the parking situation around Summerside School, Crossway N12 with a view to resolving current issues, and that green spaces officers be requested to engage with Highways officers and work closely with Summerside school in the development of any plan 

 

2.    That the Chairman be advised if Greenspaces is unable to take this action.

 

3.    That Re highways officers request that the Parking Client Service in Streetscene advise on the  frequency of visits to deter against and enforce existing parking rules.

Members' Item - Issues relating to Beaufort Park NW11 pdf icon PDF 317 KB

Minutes:

The Committee heard Councillor Marshall’s representation on issues regarding Beaufort Park, NW11, including:

 

·        Commercial vehicles are constantly occupying parking spaces around Beaufort Park.

 

·        There are concrete roads as opposed to tarmac roads around Beaufort Park. This is one of the only areas in the borough still to have concrete roads, and it creates a potential safety issue as roads crack and cars may be more likely to skid.

 

·        Various road signs and lines need to be maintained or replaced due to their wear.

 

·        Possibility of planting trees and bushes to reduce air pollution and act as a sound barrier between residential properties and main roads needs to be examined.

 

RESOLVED:

 

1.    That Re highways investigate the Council’s policy position on commercial vehicles being left in parking spaces for the purpose of advertising.

 

2.    That Re highways liaise with TfL to seek mitigation of noise and pollution issues.

Members' Item - Traffic and safety issues near Crescent Road N3 pdf icon PDF 319 KB

Minutes:

The Committee heard Councillor Old’s representation on issues regarding traffic and safety issues near Crescent Road, including:

 

1.    Speeding especially where the road narrows under the bridge.

 

2.    Illegal left and right hand turns being constantly undertaken into Crescent Road from Dollis Road.

 

3.    Safety of pedestrians, particularly children going to and from St. Mary’s School.

 

 

RESOLVED:

 

1.    That Highways officers undertake those matters that can be addressed as ‘business as usual’  to address the issues including matters such as signage and protective bollards and enforcement of the 20mph limit already in place.

 

2.    That the Strategic Director for Growth and Environment instruct officers to undertake an initial feasibility study looking at potential options to improve road safety in the area, including possible installation of a pedestrian crossing.
