Minutes:

The Chairman of the Finchley and Golders Green Area Committee, Councillor Jennifer Grocock welcomed all attendees to the meeting.

 

It was RESOLVED that the minutes of the previous meeting held on 27 January 2022 be agreed as a correct record.

Minutes:

Councillor Shimon Ryde declared an interest in relation to item 10 (Members Items Applications for NCIL Funding) by virtue of living in the vicinity of Princes Park.

 

Councillor Ross Houston declared an interest in relation to item 10 (Members Items Applications for NCIL Funding) by virtue of being a trustee of Friends of Finchley Way Open Space charity.

The Committee welcomed the report.

 

Members requested that in appendix 2 (Road Safety & Parking budget scheme) of the report, the wording ‘scheme’ be changed to ‘feasibility study’ against the Cricklewood Lane and Kingsley Way schemes. (Action)

 

Officers agreed to include a table in the road safety appendix to reflect the number of road safety & parking requests that had been submitted but declined. (Action)

 

It was RESOLVED:

1. That the Finchley & Golders Green Area Committee noted the amount available for allocation during 2021/22, as set out in paragraph 7.2 and in Appendix 1.

2. That the Finchley & Golders Green Area Committee noted the CIL amount or re-allocated underspends & overspends in paragraph 2.1

3. That the Finchley & Golders Green Area Committee noted the Road Safety & Parking Fund allocations in paragraph 7.2.5 and as set out in Appendix 2

Minutes:

The Committee noted the correction for the Member’s item to read in the name of Councillor Kath McGuirk.

 

Councillor Ross Houston presented the item on behalf of Councillor McGuirk.

 

The Lead Officer and Assistant Director for Parking, Philip Hoare provided an update to the Committee on the works underway and due to take place in preparation for the Jubilee year. Following a request from the Committee, it was agreed that a briefing note will be circulated to Members about the borough wide spring clean works and priority areas brought forward prior to the Jubilee period. (Action: Philip Hoare)

 

It was RESOLVED that the Finchley & Golders Green Area Committee’s noted the Member’s item listed under section 1.1 of the report and (where applicable) provided instructions as above.

a)    Councillor Peter Zinkin – Childs Hill Park refurbishment of paths in the park at request of Friends of group

 

Councillor Shimon Ryde presented the item on behalf of Councillor Peter Zinkin.

 

It was RESOLVED that the Committee having considered the application decided to award funding fully for £ 19,213 and any conditions attached noting the implications to the Committee’s NCIL funding budget.

 

 

b)    Councillor Ross Houston – Finchley Way Open Space replace fencing and gates

 

The Chairman invited Dr Suzanne King to join the meeting. Dr King responded to queries from the Committee and spoke about the need to replace fencing and gates. 

 

Councillor Ross Houston presented his item and the Committee noted the information provided by Dr Suzanne King.

 

It was RESOLVED that the Committee having considered the application decided to award funding fully for £12,000 and any conditions attached noting the implications to the Committee’s NCIL funding budget.

 

 

c)    Councillor Shimon Ryde – Tzvios Hashem Community Van part-funding for replacement van undertaking community use

 

Councillor Shimon Ryde presented his item.

It was RESOLVED that the Committee having considered the application decided to award funding fully for £30,000 and any conditions attached noting the implications to the Committee’s NCIL funding budget.

 

 

d)    Councillor Dean Cohen – Princes Park new playground

 

Councillor Dean Cohen presented his item and the Committee requested that following consultation with residents, funding be used to develop the junior and infant equipment area.

 

It was RESOLVED that the Committee having considered the application decided to award funding fully for £150,000 and any conditions attached noting the implications to the Committee’s NCIL funding budget.

 

 

e)    Councillor Geoff Cooke – Fallowfields Community Centre refurbishment for new community group

 

Councillor Geoff Cooke presented his item and spoke about the usage of the facility.

 

It was RESOLVED that the Committee having considered the application decided to award funding fully for £56,500 and any conditions attached noting the implications to the Committee’s NCIL funding budget.

 

 

f)      Councillor Alison Moore – Tarling Community Hub scheme for interior works for kitchen and communal area including storage

 

Councillor Alison Moore presented her item.

 

It was RESOLVED that the Committee having considered the application decided to award funding fully for £51,200 and any conditions attached noting the implications to the Committee’s NCIL funding budget.

 

 

g)    Councillor Arjun Mittra - Resurface Netherwood small close off the high road near the junction with church lane), and some planting and vegetation maintenance to facilitate parking

 

Councillor Arjun Mittra presented his item and the Committee noted the correction in relation to the total funding requested to read ‘£23,000’. Officers agreed to follow up with Barnet Homes regarding responsibility for road maintenance.

 

It was RESOLVED that the Committee having considered the application decided to award funding fully for £23,000 and any conditions attached noting the implications to the Committee’s NCIL funding budget.
