Minutes:

RESOLVED that the minutes of the meeting held on 23 January 2019, be agreed as a correct record, subject to the following amendments:

 

-       Delete the references to £7,000 for the overall expenditure on CIL funding for yellow lines and replace with £8,000 for the five sets of double yellow lines referred form the Residents Forum and £4,000 for the three sets of double yellow lines for Members CIL applications;

 

-       With regard to Councillors Byers CIL application, add title as follows:

 

Extend the existing double yellow lines at the junction of Park Road and Mount Road.

As of 10am this morning (25 Feb), 301 people have signed my online petition. The petition has been live for less than 1 month. Petition wording: We, the undersigned call upon Barnet Council to implement the following traffic calming measures on the Cromer Road one-way system: > A 20mph speed limit > A restriction on access for Heavy Goods Vehicles > A deterrent for vehicles driving the wrong way on the one way Why is this important?

This is important for the safety of pupils attending Cromer Road School, and for parents, staff and local residents. We consider that these measures are urgently required in order to protect the safety of our children. A resident’s cat lost its leg after being hit by a speeding vehicle on Shaftesbury Avenue. It does not bear thinking about this happening to asmall child, and there have recently been some near misses along Cromer Road after school. There is also a problem with Lorries persistently getting stuck on the narrow roads, causing log-jams and damaging parked vehicles. The Cromer Road one-way system includes: Cromer Road, Shaftesbury Avenue and Bulwer Road (to the east of Plantagenet Road), New Barnet, EN5

We, the undersigned call upon Barnet Council to implement the following traffic calming measures on the Cromer Road one-way system: > A 20mph speed limit > A restriction on access for Heavy Goods Vehicles > A deterrent for vehicles driving the wrong way on the one way.

 

Comments: Phillippa Whitecross, Lead Petitioner, addressed the Committee regarding this petition.

 

Councillor Longstaff also addressed the Committee expressing his support for a 20mph zone and voiced his concerns that the local school was under the impression that CCTV would be installed in the area but that nobody seemed to have any knowledge of this.

 

After detailed discussion and following advice from Officers, who were concerned about a stand-alone 20mph zone without measures, it was felt that the best way forward was to request a report back to the July meeting. The Committee asked for an independent road safety assessment, using information already available from a previous survey, on the possibility of a stand-alone 20mph zone or a 20mph zone plus other measures. This would cover both Cromer Road and Shaftesbury Avenue. Costings of various options would also be provided and this would help determine if the preferred scheme could be funded from CIL or would need to be referred for LIP funding. It was also agreed that the problems raised regarding HGVs be considered and reported back.

I request funding to implement double yellow lines on the junction of Friern Mount Drive and the High Road, N20. This is to address the current situation in which vehicles regularly park very close to these junctions, making it very difficult for drivers to see properly when exiting these roads onto the High Road.

Playground equipment for the New Southgate Recreation Ground

The Greenspaces Team have been looking at quotes to improve the playground equipment at the New Southgate Recreation Ground which has not been improved for considerable time and residents feel has been neglected in recent years. The full quote for all the improvements needed is considerable and larger than the amount which we can allocate from CIL but the Greenspaces Team do not have funding for it at this time. Therefore, I would like to request funding for specific parts of the planned improvements so that residents and local children can enjoy some improvements to the playground as soon as possible. I would like to request funding of £25,000 and suggest it be used to fund the proposed Viper and Nexus Altitude 7 equipment along with the necessary safety surfacing to accompany them.

Decision

Councillor Weeden-Sanz introduced his Members’ Item.

Members expressed concern about the longevity of Eco Mulch and questioned if a better alternative could be used within the current budget estimate for this.

 

It was agreed that Councillor Weeden-Sanz would investigate this and email Members of the Committee with the outcome.

Councillor Longstaff addressed the Committee and, whilst supporting the recommendations, was concerned that the issue of speeding hadn’t been addressed.

 

Officers agreed to look at the design and impact of the scheme on speeding and then look at the possibility of a speed survey, if necessary.

 

Members were informed that the investigation into non-resident parking in Meadway Close EN5 and the surrounding area was initially identified as part of the Local Implementation Plan (LIP) work programme, following a prioritisation of requests received from members of the public in previous years.

 

Whilst the feasibility study in respect of parking in Meadway Close and a wider area was being carried out, the Chipping Barnet Area Committee in July 2017 decided that Officers should carry out a consultation exercise in relation to potential parking solutions in respect of commuter parking in the Meadway and surrounding roads, and to report the results back to this Committee.

 

This report asks Members of the committee to note the results of the feasibility study, noting that the Strategic Director for Environment has already taken a decision in respect of the way forward and asks the Committee’s to note, agree and amend the decision made.

 

RESOLVED that

 

  1. That the Chipping Barnet Area Committee noted that the Strategic Director for Environment has instructed Officers to carry out a statutory consultation on proposals to introduce a Controlled Parking Zone in Meadway EN5, inclusive of the following locations:

Meadway Close, Burnside Close, St Mark’s Close, Martins Mount, Kingsmead and Hillary Rise

2.    That the Chipping Barnet Area Committee noted that the outcome of the statutory consultation referred to in recommendation 1 above will be reported back to a future meeting of this Committee, to determine the funding requirements for the introduction of the parking controls, subject to the outcome of the consultation.

 

3.    That the Chipping Barnet Area Committee agreed that if any objections are received as a result of the statutory consultation referred to in recommendation 1, this Committee will consider and determine whether the proposed changes should be implemented or not, and if so, with or without modification.

 

4.    That the Chipping Barnet Area Committee noted that at its Committee meeting in July 2017 it agreed to allocate £5,000 towards carrying out feasibility studies in the Meadway area which will now be utilised to conduct the statutory consultation as outlined in recommendation 1.
