Speed Indicator Sign for Hendon Wood Lane

 

Mr Steve Wilson introduced his petition to the Committee. He discussed the issues in the area and asked the Committee to consider implementing speed indicator signs on the lane. 

 

The Committee voted on approving £2000 CIL funding for a speed survey to be conducted.

Pedestrian Crossing in Barnet Road

 

As there was a report on the agenda which addressed this issue, the Committee agreed to discuss this item later in the meeting, during the discussion on agenda item 11.

 

Make Staplyton Road safe from speeding.

 

The issue had been referred from the Chipping Barnet Residents Forum, with the request for a speed survey to be considered.

 

RESOLVED that the Committee unanimously approved £2000 CIL funding for a speed survey to be conducted.

 

Cattley Close Keep Clear Signs

 

The issue had been referred from the Chipping Barnet Residents Forum, with the request to install ‘Keep Clear’ markings.

 

RESOLVED that the Committee unanimously approved the installation of Keep Clear signs, subject to the cost of the signs being funded by Signature Homes, as agreed at the Resident Forum.

 

Hillside Gardens EN5 – dangerous lack of speed limiting

 

The issue had been referred from the Chipping Barnet Residents Forum.

 

RESOLVED that the Committee take no action at this time, but suggest that Ward Members and residents work with Community Road Watch initiative to flag any areas where there may be issues with speeding. The contact for the initiative being CommunityRoadwatch@met.police.uk.

Minutes:

Councillor Williams - JCOSS School EN4 Waiting Restrictions traffic plan

 

Councillor Williams explained that there were currently traffic problems during collection time at JCOSS School, resulting in congestion problems at West Brook Crescent, East Barnet. The current traffic plan for the area suggests double yellow lines be implemented on all the corners, but this also includes part of West Brook Crescent numbers 2 – 28. Councillor Williams expressed the opinion that double yellow lines on the road outside numbers 2-28 would be excessive.

 

Following discussion, the Committee RESOLVED

-       To request that Officers revisit the current JCOSS School EN4 Waiting Restrictions traffic plan and liaise with Ward Members, so that an appropriate solution for the section outside West Brook Crescent numbers 2 - 28 can be agreed, under the Officers decision making powers.

RESOLVED that £25,000 CIL funding be agreed for the outdoor gym equipment for New Southgate Recreation Ground.

RESOLVED that £1080.60 CIL funding be agreed for equipment requested by East Barnet Valley Bows Club for bowling green maintenance.

RESOLVED that no CIL funding would be allocated by the Committee.

However, ward councillors would work with Community Road Watch initiative to flag any areas where there may be issues with speeding.

RESOLVED that £2,000 CIL funding be agreed for a speed survey on Oakleigh Park South.

The Committee received the report.

 

Councillor Edwards requested clarification on how voluntary or community organisations were informed when funding for their projects had been agreed at the area committee and how the money was transferred to them. Officers agreed to provide Councillor Edwards with the information after the committee.

 

Following discussion of the report, the Chairman moved to vote on the Officer’s recommendations, as outlined in the report. The Committee noted that the schemes and figures contained within the report were not up to date and requested that an updated version was circulated to the Committee. Officers agreed to produce an updated list that included all the schemes, including non-highways schemes and a timeline to indicate when schemes would be completed. The updated list would be distributed to Committee Members.

 

The Committee unanimously RESOLVED that:

1) That the Chipping Barnet Area Committee noted the amount available for allocation during 2020/21, as set out in paragraph 6.2.1 and in Appendix 1 2 of £0.181m.

2) That the Chipping Barnet Area Committee noted the amount of re-allocated underspends & Overspends in Section 2.1, but noted that these figures were inaccurate and not a full reflection of everything that had been passed by the committee and therefore required updating.

3) The Committee requested an up to date report on all schemes be emailed to Members as soon as available.

The Committee received the report.

 

Councillor Longstaff spoke on the item in relation to Barnet Road, EN5. He expressed the view that the survey had not been conducted over a long enough period of time, and therefore did not provide an accurate indication of the use of the area and the crossing by pedestrians.

 

Following discussion of the report, the Chairman decided to refer the application to the Environment Committee, for the following reasons:

-       The report highlighted that a new Zebra Crossing on Barnet Road near Quinta Drive would exceed the maximum £25,000 per scheme permitted from the Area Committee budget, as the scheme would involve the widening of the footway on the north side, removing vegetation, electrical works and ad hoc traffic management.

 

RESOLVED that the scheme be referred to the next Environment Committee meeting for determination.

The Committee received the report.

 

Following discussion on the report, Councillor Weeden-Sanz moved a motion to go against the officer’s recommendation and requested that one vehicle activated sign be installed onto Chase Way N14, where most of the speeding takes place. The motion was not seconded and therefore lost.

 

The Chairman then moved to vote on the recommendations as outlined in the officer’s reports.

The Committee received the report.

 

Members asked that Ward Councillors be properly consulted on any other avenues or suggestions that are being put forward, to understand how it would work and what would be the most appropriate solution before anything be implemented. Officers agreed that this would take place.

 

Following discussion, the Chairman moved to vote on the recommendations as outlined in the report.

 

The Committee unanimously agreed the officer’s recommendations as outlined in the report.

 

RESOLVED THAT:

That the Chipping Barnet Area Committee considers the feedback to the informal consultation carried out in N10 Area located east of Colney Hatch Lane as outlined in this report and:-

1. Notes the results of the consultation.

2. Agrees not to proceed with the proposals for the introduction of a Controlled Parking Zone in response to comments received.

3. Inform the previously consulted residents accordingly.

4. Instructs the Executive Director, Environment to:

(a) investigate and design the provision of waiting restrictions, and review the existing waiting restrictions within the N10 CPZ consultation area

(b) obtain agreement with Ward Councillors regarding the designs mentioned in (a) above

(c) subject to the Ward Councillor agreement mentioned in (b) above, carry out a statutory consultation on agreed proposals

(d) consider any objections to the statutory consultation outlined in (c) above using his Delegated Powers, and decide whether to introduce the proposals or not, and if so, with or without modification

(e) implement the proposed measures, if any are required following the decision made in accordance with (d) above and if no objections are received to the statutory consultation mentioned in (c) above.

Normandy Avenue and Bedford Avenue, EN5 - Outcome of informal Controlled Parking Zone (CPZ) Consultation pdf icon PDF 559 KB

The Committee received the report.

 

Councillor Edwards expressed the concern that the consultation had been conducted during the lockdown and therefore felt the response rate was lower than it would have been during normal times. He asked that officers work with ward councillors to agree a timeline for when recommendations 2 within the report should be conducted, as during the pandemic was not the right time.

 

Councillor Williams felt that more people would have retuned the consultation during a lockdown and therefore suggested the CPZ was not favourable amongst residents.

 

Councillor Weeden-Sanz asked for confirmation on whether a second informal consultation would cost the Council additional money. Officers confirmed that the second consultation would incur costs of £6,000 as outlined in section 5.2 of the report.

 

Members also requested that the costs of any consultations or works were made clear in the officer’s recommendations of the report and not just indicated within the main body of the report.

 

Following discussion of the report, the Chairman moved to the vote.

 

The votes on recommendation 1: were recorded as follows:

That the Chipping Barnet Committee, considered the feedback from the informal consultation on the review of the Controlled Parking Zone in Normandy and Bedford Avenue in April 2020, summarised in this report and: -
