RESOLVED that the minutes of the meeting held on 7 July 2016, be agreed as a correct record, subject to adding Councillors Jack Cohen and Jim Tierney to those present at the meeting.

The following Members Item, in relation to Temporary Street Trading Licences, was received from Councillor Salinger:

“The Council have supported a policy of allowing temporary street trading licences to be issued.  I would like to see the introduction of some form of public consultation to be introduced in to the system before licences are granted where the use of the licence is likely to lead to semi-permanent street trading as opposed to uses that might last for a day or a weekend.”

RESOLVED that a special meeting of this Committee be convened in February 2017 to consider a report back on this matter.

The Committee received the report.

It was noted that since publication of the report, legal advice had confirmed that it was not permissible to give a discount for paying both fees at the same time for street trading licences.

It was also noted that the new fee for street trading licences, was not included in the report and should be £150.

RESOLVED that the changes to the fees and charges 2017/18 be approved, subject to the removal of the £6 discount for paying both street trading fees at the same time and the new fee for street trading designation of £150.
