Amendments to the Animal Welfare Policy PDF 222 KB Minutes: The Committee received the report that highlighted the concerns raised by the RSPCA in relation to the giving of pets as prizes in the Borough. The Committee were requested to give consideration to the report’s recommendations.
In response to Members, Officers clarified the
difference between the Public Spaces and Protection Order (PSPO)
for the area of Barnet and the Licensing Regime for commercial businesses with regard to dog
walkers.
With regard to the proposed wording to be inserted as paragraphs 8.1 and 8.2 of the Animal Welfare Policy, the Committee noted that the proposed wording in paragraph 8.1 states that the Council “generally” does not approve the use of its land for animal licensable activities without express permission, whereas the term “generally” does not similarly appear in the proposed paragraph 8.2. It was proposed that the use of the term “generally” in the proposed paragraph 8.1 be removed.
RESOLVED that the Licensing Committee: 1. Approves the suggested amendments to the Animal Welfare Policy to prohibit the giving of live animals as prizes on council-owned land, with an amendment to remove the terms “generally” from the proposed paragraph 8.1.
2. Approves that Officers carry out a review of the current policies and the terms and conditions of the licences and hire of Council owned land and premises to ensure that they reflect the Council’s position as regards giving of live animals as prizes with an update back to a future meeting of this Committee.
3. Agrees that the Chair write on behalf of the Committee to support the RSPCA with this position and lobby central government for an amendment to the legislation.

RESOLVED that the Licensing Committee notes the report.
