Laburnham Close

Minutes:

The resident was not present at the meeting.  Following a discussion previously with officers, it was noted that estate management should be able to advise residents on the availability of parking at Laburnham Close.

Laburnham Close is not included within the Traffic Management Order and the Council does not propose to survey the area or amending the Order to allow permits to be issued. The Council has corrected an error made when permits were issued to addresses which were not entitled to them. Laburnham Close has its own parking provision and private parking enforcement which is not part of the wider Controlled Parking Zone (CPZ) and it would be anomalous to allow residents of a private road access to a CPZ where there is no reciprocity allowed.

Chairman’s decision:

It was RESOLVED that the issue be referred to Officers to respond within 20 working days.

2.

Cattley Close

Minutes:

The residents presented the petition. Residents of Cattley Close had faced ongoing parking issues in their residential area for a significantly long period of time. Implementation of the CPZ meant that anyone from adjoining streets could park outside the homes of residents in Cattley Close. Residents who lived in nearby Wood Street would also park their cars in Cattley Close and with High Barnet Station car park being closed, more drivers were occupying the area.

Ongoing concerns were shared on behalf of elderly and disabled residents who were unable to park outside their homes. Some residents had to vacate their driveways in order to allow contractors to service their homes. In addition, an upcoming development was bound to exacerbate the problem. Therefore, residents proposed that the council consider putting up clear signage to indicate that parking in the area was exclusive to residents of Cattley Close only.

The Chairman advised that officers have spoken to the contractors parking in Cattley Close who have apologised and assured the council that they would find other areas to park.

The Chairman advised that Officers arrange a meeting with residents involving ward councillors to find a suitable solution.

Chairman’s decision:

It was RESOLVED that the issue be referred to Officers to respond within 20 working days.

Addition of Single/Double Yellow Lines in 178/180 and 190/193 Cat Hill

Minutes:

The resident presented the issue at the meeting. There were a lot more residents parking in Cat Hill following the opening of a new development in the area. The problem of speeding had caused the numbers of accidents to increase. It was noted that double yellow lines would be needed to allow access for large vehicles including ambulances.

Ward councillor, Cllr Felix Byers, and officers had discussed the issue and looked into the option of double yellow lines.  However, as it was a more complex issue, a feasibility study would be needed.

Chairman’s decision:

It was RESOLVED that the issue be referred to Chipping BarnetArea Committee for a feasibility study.
