Deansbrook and Matilda Marks Kennedy Schools-20 mph scheme
Comments and objections:
• The zebra crossing and the associated road markings would be
out of keeping in this otherwise quiet residential side road
• The installation of the zebra crossing would remove 10
parking spaces that are used by the residents on a constant basis.
The removal of the spaces plus the existing parking restrictions
outside the school would push the parking of vehicles further up
the street, thereby upsetting our friends and neighbours
• We have several residents with disabilities living close to
the school whose parking spaces would be lost should the zebra
crossing be installed. The Dial-a-Ride service would not be able to
park directly in front of clients’ homes neither would
hospital pick-ups. There are also visiting relatives with mobility
issues who would have to park further along the road
• Installing a zebra crossing would exacerbate the parking
even more, so at school run times the parents would park further up
the street causing more problems and delays for residents
• The zebra crossing will encourage people to cross at that
point. A large number of people will cross at a time meaning that
nothing will move in the street and there would be a backlog of
traffic
• There will be large groups of children and parents waiting
to use the zebra crossing right by the affected driveways. Not only
will this prevent residents from leaving or entering their
properties, but it would also be dangerous for children trying to
avoid cars as they drive off. Also, there could be conflict between
residents and parents when they try to get out into the road
• The cost and expense of all this work would be wasted on the
15 minutes that the zebra crossing would be used in the mornings
and afternoons
• The installation of a zebra crossing combined with the
restricted area already outside the school would leave a large
swathe of clear road either side. We the residents have noticed
that when sections of Hale Drive are clear drivers in general
increase their speed. They only way drivers reduce speed is when
the road is narrowed by vehicles parked on either side
• As far as we aware there has never a road accident or
incident in Hale Drive or outside the school and it is not an
accident black-spot
• The two Belisha beacons would be extremely disruptive for
the residents whose homes they would directly affect. The flashing
lights would be constantly shining into bedrooms and living room
windows at night
• The residents of 155 and 78 Hale Drive would have an
unsightly zebra crossing directly outside their fronts doors, with
potentially large numbers of people crossing at these points
• By introducing further parking restrictions in the street,
residents would be penalised by the selfish behaviour of some
parents from the school who only use the road to drop off and pick
up children during the 15 minute windows in the mornings and
afternoons
• The destruction of a mature tree for this crossing is
unacceptable, especially since the council removed three other
mature trees from outside the school and replaced them with small
saplings. The proposed installation would leave this area looking
barren and not in keeping with the rest of the street
Residents’ solutions:
• To totally relieve all parking issues outside the Deansbrook schools the entrance in Hale Drive could be closed to children and parents and they could use the entrance at Church Close instead. The Hale Drive entrance would be open to staff and trades people only. This could be trialled for half a term to ascertain the effect. The majority of children from the Watling Estate and surrounding area come into Hale Drive via Deans Lane. From the corner of this junction it is 0.2 miles to the school gates at Hale Drive, and it is 0.3 miles from this junction to the entrance at Church Close. Therefore the closure of the Hale Drive entrance to parents and children would make minimal difference in time (1 minute) spent getting to school. If

This petition has been reported to the Hendon Residents Forum on 24 January 2017. At the meeting, the following was decided:
Following the consideration on the petition and the response provided by the Council, the Chairman noted the petition. The Chairman noted that the petition has been incorporated with the consultation responses and will be considered in reaching a decision on introduction of the proposals consulted on.
