Summary:

 

On 5 September 2016, the Assets, Regeneration and Growth Committee, which approved the making of the compulsory purchase order in respect of the land comprised in CPO3 and,  in pursuance of its statutory duty to treat, authorised the appropriate Chief Officers to enter into agreements and make undertakings, contracts and transfers on behalf of the Council with third parties having an interest in the land comprised in CPO3 or for the creation of new rights or with parties otherwise affected by the CPO to facilitate the development. 

 

On the 12th September 2017, in reliance on a Delegated Powers Report dated the 11th September 2017, the Council, the NLWA [and London Energy] entered into a Settlement Agreement (“the Agreement”) which included arrangements inter alia, for the provision of a new waste transfer facility and associated documentation relating to an agreement for the occupational lease of the said site.

 

Since the terms of the Agreement were settled further amendments to it have been required to reflect (i) altered insurance arrangements/obligations  as originally envisaged by the Agreement;  and

(ii) other amendments relating to planning to take account of the current position.

 

This report confirms the decision of the Deputy Chief Executive following consultation with the Chairman of the Assets and Regeneration Committee, to enter into, on behalf of the Council a supplemental agreement varying the Agreement (“the Variation”) to reflect the above.

That in accordance with the Assets, Regeneration and Growth Committee’s resolutions made on the 5th September 2016 which, inter alia,  authorised the appropriate Chief Officers to enter into agreements and make undertakings, contracts and transfers on behalf of the Council with third parties having an interest in the land comprised in CPO3 or for the creation of new rights or with parties otherwise affected by the CPO to facilitate the development, and  following consultation with the Chairman of the Assets Regeneration and Growth Committee, that  the Deputy Chief Executive, on behalf of the Council enters into the Variation with NLWA  and  London Energy, supplemental to the  12th September 2017 Settlement Agreement entry into which was confirmed by separate Delegated Powers Report dated the 11th September 2017.

03/08/2018 - Brent Cross West Station - Variation to Design Services Agreement as amended 8 June 2017 ref: 7007    Recommendations Approved

That the Deputy Chief Executive having now agreed in consultation with the Chairman of the Assets Regeneration and Growth Committee the variation to the Design Services Agreement Amendment 2 with Network Rail on behalf of the Council proceeds to enter into and complete the said variation/Amendment 2 to progress design services for the rail systems and sidings element of the project to GRIP stage 5 Detailed Design.

02/08/2018 - Full DPR - Authorisation for single source contract award with the Institute of Family Therapy for training services ref: 6985    Recommendations Approved

This report seeks authorisation to enter into a contract with single source supplier, the Institute of Family Therapy for training services.

 

Systemic Social work (SSW) Practice Training has been identified as a key requirement for workforce development, to support the Resilience model.

The Institute of Family Therapy was commissioned to deliver a training programme in 2017 to Senior Social Work Team Managers. This training underpins the Framework for Social Work which is being implemented to improve social work practice in Barnet.

Based on the quality and outcomes from the initial cohort trained, Family services has taken a decision to roll out this training programme across the service. Consistency of provider is required to ensure that the approach and model will be applied in the same way across the service, so as to deliver the best outcomes for children and young people. 

 

The cost to the Council will be £254,520 for a 5 year rolling programme and will be spent between 2018-2023 against the agreed budget for workforce, learning, and development.

A 10% discount has been negotiated with the provider to deliver value for money to the Council.

RESOLVED that:

 

1.   That the Finchley and Golders Green Area Committee note the review of the improvements outlined in this report and the appendices to this report and depicted on drawing BC/001411-04-DESIGN-01.

2.   That the Finchley and Golders Green Area Committee give instruction to the Strategic Director for Environment to carry out a consultation on the recommended proposals

3.   That subject to no objections being received to the consultation, referred to in 2 above, the Finchley and Golders Green Area Committee instruct the Strategic Director for Environment to introduce the proposals.

4.   That the Finchley and Golders Green Area Committee agree that if any objections are received as a result of the consultation, referred to in 3 above, the Strategic Director for Environment will consider and determine whether the agreed proposal should be implemented or not, and if so, with or without modification.

5.   That the Finchley and Golders Green Area Committee agree to allocate the funding of £12,100 for the agreed Option (CIL from this year’s CIL Area Committee budget) to design and introduce the approved Option.

 

Following the conclusion of the vote on this item, Councillor Arjun Mittra left the meeting at 8:01 pm.

Mr. Shanahan introduced the petition which sought to petition the Council to make Churchfiled Avenue N12 a one way street, with entry only at the Hight Road end.

 

The Committee noted Mr. Shanahan’s comments and asked questions.

 

Following discussion, the Committee determined  to ask Officers to meet with Woodhouse Ward Members and residents, the petitioner and residents to look at a scheme and to commit £3,000 initially to start to develop a scheme that  would come back to a future meeting of this Committee.  

 

RESOLVED that the Committee note the petition and issue instructions as set out above.
