03/07/2018 - Contract Award for Civil Parking & Traffic Enforcement and Associated Services ref: 6944    Recommendations Approved

Subject to agreeing the final terms and conditions of contract, this report seeks approval to award the Civil Parking & Traffic Enforcement and Associated Services Contract (“Enforcement Contract”) to NSL Limited, and, to enter into a contract with NSL Limited. 

 

The Enforcement Contract will commence on 1 November 2018, and will cover a period of 5 years, with an option to extend by up to a further 2 years at the discretion of the Council.

The Chairman introduced the report, which provided the Committee with an update on the Personal Assistant (PA) Service provided by Your Choice Barnet. 

 

Councillor Jess Brayne MOVED the following motions:  

 

1. That the Committee agrees to write to Secretary of State for Adults Social Care and Health, asking for Barnet to receive its adequate and fair share of funding for Adult Social Care.

2. That the Committee request that Barnet Members of Parliament make similar representations on Barnet’s behalf.

The Strategic Director for Adults, Communities and Health suggested that the Committee could consider a report on integrated care and the Care Closer to Home Network.  The Chairman advised that he would welcome such a report.  Ms. Wakeling undertook to add this to the Forward Work Programme.

 

A Member noted that the report stated that the Association of Directors of Adult Social Services (ADASS) had suggested that an additional £1 billion was needed to cover the unavoidable costs of demography, inflation, and the national living wage, and questioned what the expectations of Barnet’s contribution to this would be.  Ms. Wakeling undertook to provide this information to the Committee outside the meeting.       

 

Following the consideration of the report, the Chairman MOVED to the vote on the recommendations set out in the report.

 

The Committee unanimously RESOLVED:.

 

1.     That the Adults and Safeguarding Committee notes the performance of the Personal Assistants Service and the continued work to maximise referrals to the service from the direct payment service users.

In April 2013 the Council entered into a procurement exercise with a number of other London boroughs, with Islington as the lead borough, for a four year Internal Audit, Anti-Fraud, Risk Management and Advisory Framework contract.

 

On 11th August 2014 the framework contract was awarded to Price Waterhouse Coopers (PwC). The contract includes no minimum values, so there is no obligation to use; our annual audit and anti-fraud plans determine the number of days that are delivered by the provider.

 

The original framework contract ran for four years until August 2018. In order to align contract termination dates across boroughs with the financial year end date, to update the contract in line with GDPR, and to allow adequate time for a re-procurement process which may be led by a borough other than Islington, an extension to the Framework has been agreed between PwC and Islington until March 2020. The procurement forward plan for 2018/19 identified that a procurement exercise would be undertaken due to the current contract expiring in August 2018.

This decision seeks to extend Barnet’s access agreement in line with the above to March 2020.

11/07/2018 - WEST HENDON COMPULSORY PURCHASE ORDER 3 ref: 6941    Recommendations Approved

On 12 March 2018, Assets, Regeneration and Growth Committee (ARG) granted approval to make a Compulsory Purchase Orders – CPO3 – at West Hendon and delegated authority to the appropriate chief officer to execute the decision. CPO3 will apply to residential properties at 1-10 Marriotts Close and 1-232 Marsh Drive.

Decision:

The Head of Treasury and Pensions introduced the report.  The Scheme Actuary has estimated a funding level of 71.3% as at 31 March 2018.  The Actuary will be attending a Committee meeting during 2018 as part of the planning for the 2019 triennial valuation.

 

The Government Actuary’s Department reviewed the Fund’s 2016 triennial valuation report and issued a one page report considering compliance with Regulations.  They noted that the Scheme’s funding level is low compared to other LGPS but that the plan to achieve full funding is credible.   Concerns with the quality of data provided to the Scheme Actuary were mentioned at a meeting with Barnet officers.
