Re-admission of the Press and Public: Announcement of the decision of the Sub-Committee

RESOLVED – That the press and public be re-admitted.

 

The Sub-Committee, having considered the application and all verbal and written representations received, unanimously RESOLVED

 

This is an application for a Temporary Event Notice (“A TEN”) made by Mr Stanley Thomas. The application relates to an intended event to be held at the Regent Banqueting Suite, 331 Regent Park Road, London, N3 1DP which is due to commence on Wednesday 31st December 2014 at 22:00hrs and finishing at 04.30 hours on Thursday 1st January 2015.  The event is described within the notice as being a Gala night event to raise funds for charity.

 

The Police had made representations against the application, based on the lack of information in relation to the details of the number of security staff, how the event would be managed, the number of the door staff, and the nature of the intended entertainment.  There also was no information on how dispersal would be controlled. The terminal hour of 06.00 hours was a further cause for concern.  In the risk assessment form, the applicant agreed for the terminal hour to be reduced to an end time of 04.30 hours.

 

The applicant provided oral representations in relation to the type of event, the security staff and the nature of the intended entertainment. The Applicant also provided details on methods of dispersal in the form of coaches for taking people to train stations including Kings Cross, Highbury & Islington, and another train station to be decided.  In addition, the Applicant stated that the number of staff at the premises would be on a pro-rata basis according to the number of tickets sold.  If there were 350 tickets sold, the Applicant offered 15 security staff to be present and for sufficient waiters and waitresses on a pro-rata basis according to the number of tickets sold.  In relation to the sale of alcohol, the applicant offered for the sale of alcohol to be stopped at 03.00 hours and for light refreshments and food to be provided thereafter to enable dispersal to run as effectively as possible so that the building would be vacated no later than 04.30hours.  The event is also to be provided for a maximum of 350 people.

 

Taking into account both the representations of the Police and in addition the representations that were made by the applicant, the Sub-Committee have decided that in the promotion of the licensing objectives of preventing crime and disorder, and public nuisance the application for a TEN be granted for Wednesday 31st December 2014 at 22:00hrs and finishing at 04:30 hrs on Thursday 1st January 2015.

 

The Sub-Committee do however wish to highlight the importance of promoting the Licensing Objectives and in particular public nuisance and would request that the event is monitored carefully in order to ensure that there is minimal disruption to residents in the locality. Any issues occurring at the forthcoming event may be taken into account in relation to any future TEN applications.

All parties were advised of their right of appeal to Willesden Magistrates’ Court before the expiration of a period of 21 days.
