Minutes of the Hendon Resident Forum

 

6 July 2016

 

Members Present:-

Barnet Adult Social Care Consultation

The Residents Forum noted the information contained in the Issues List with regard to consulting on proposals for the future delivery of adult social care in the Borough.

Susie Kemp, Strategy Commissioning Director, elaborated on the issues faced by the Service and informed the Forum that two consultation events would be held, one at Chipping Barnet Library at 2.30pm on 7 July and a second event at Hendon Town Hall at 6.30pm on 12 July.

 

It was also noted that the consultation exercise was scheduled from mid-May until the beginning of 8 August 2016.

 

 

1.    Burnt Oak Substation: 35 Watling Street,  HA8 0LA  (access  to site is at the end of  Market Lane  by the row of garages)

 

Officers from TfL were not able to attend the meeting. Following a brief discussion the Chairman deferred consideration of the item the until the 26th October meeting and advised notifying them. TfL have subsequently responded to confirm their attendance at the October meeting.

 

 

2.    Parking in the Grove, Edgware

       

Mr Martin and Rita Stenson, who raised the issue, confirmed by email prior to the forum meeting that they would not be attending.

 

The Chairman decided not to discuss the issue as the response was comprehensive and provided advice on how to take the issue forward.

 

 

3.    The Grove, Edgware, needs help with parking problems and speeding traffic from the A41

4.    Parking problems in Green Lane Avenue, Mill Hill

Michelle Phillips, who raised this and other issues, was not in attendance and so the Chairman invited discussion on her behalf and drew attention to the issue of not being able to increase the number of responses to the petition because of the number of the small number of houses in the street.

 

Following consideration of the issues, the Chairman reported that the responses in the Issues List be noted.

 

 

5.    Daws Lane Zebra Crossing

 

Mill Hill Residents' Association (MHRA)  thanked officers for their response.  Officers confirmed that a new Zebra Crossing is proposed pending no objections.  Due process would have to be followed if there are objections.  MHRA asked to be notified as soon of possible if there are objections.

 

Following consideration of the issues, the Chairman reported that the responses in the Issues List be noted.

 

 

6.    Pizza Hut Motorbikes

 

Mill Hill Residents' Association (MHRA) confirmed their dissatisfaction that this has been a long running issue.  Officers agreed to take back concerns for consideration.  Cllr Khatri stated that he was aware of this issue and had raised this with Officers in the past and was advised that as stated, no reply from Officers.  MHRA said they looked forward to a positive response.

 

Following consideration of the issues, the Chairman reported that the responses in the Issues List be noted and the action to take concerns to Highways.

 

 

7.    Rubbish bins on Mill Hill Broadway

 

Mill Hill Residents' Association (MHRA) thanked officers for their response and reiterated the problems in the area as a result of bins lining the streets on collection day, particularly on Wednesdays when they are an eyesore. MHRA is looking for ways to work with the Council and traders to get bins off the street as they are keen to introduce confidence and certainty in the area and amongst the public and local residents.

 

The Chairman said that he had met with Interim Director for Streetscene – Graham Lawes in connection with this issue. Officers explained the intention is to introduce on-going and permanent measures which will be voluntary and include time banding to encourage waste bins to be put out for collection at certain times in the day only.   The purpose of the meeting will be to discuss what the best time for this will be on a 6/7 day a week rota whereby refuse will be cleared at a certain time. Kitran Eastman, Commissioning Lead will be looking into the Enforcement Strategy.

 

Following consideration of the issues, the Chairman reported that the responses in the Issues List be noted and officers to update the forum with progress on the proposals.

 

 

8.    Hammers Lane Bus Stop move

 

Mill Hill Residents' Association (MHRA) acknowledged the response to the question raised and requested to be kept informed regarding responses to the consultation and discussions with TfL regarding an alternative location for the bus stop.

 

Following consideration of the issues, the Chairman reported that the responses in the Issues List be noted and officers to update the forum with progress on the proposals.

 

 

9.    Rubbish within Mill Hill Broadway Station Car park

 

Mill Hill Residents' Association (MHRA) raised the issue that the car park is permanently dirty, largely as a result of the clothing recycling receptacle which is raided on a daily basis.  The entrance to the car park is often covered with clothing as people help themselves to bags.

 

The Chairman advised that he had raised the same issue with Street Scene a few months ago was advised that this had been attended to.  MHRA requested that the recycling receptacles are removed and the car park cleaned more regularly, especially its use is expected to increase with the Farmer’s Market on Mill Hill Broadway. Officers agreed to feed back the concerns raised.

 

Following consideration of the issues, the Chairman reported that the responses in the Issues List be noted and officers to update the Forum with progress responses to the issues raised. 

 

 

 

10. Rubbish – areas in and around Goodwyn Avenue

 

Mill Hill Residents' Association what can the Council do about the private management company as they need to be engaged in the plans for the area.   Councillor Khatri said that he has been and is continuing to follow up issues raised by residents and pushing officers to find solutions such as CCTV coverage.

 

Following consideration of the issues, the Chairman reported that the responses in the Issues List be noted and officers explore ways to engage with the management company in the area.

 

 

11. Parking on Event Days

 

Ms J Brown asked the Council to explore ideas, with traders and residents in Mill Hill East and those around the Crematorium which are densely built up with flats, for improving the effectiveness of the Saracens match day parking CPZ.  Many people find it difficult to park when they come to visit as they feel the CPZ is not effective. Mrs Brown said she has a petition of some 270 signatures which everyone has been keen to sign agreeing that the CPZ is unpredictable – it is not clear when it operates – sometimes Saturdays, sometimes Sundays or sometimes both.  The signs are not clear when the CPZ is in force.

 

Another problem is that many of the spaces are not used by people who have resident’s permits so there is parking availability which is not being used, and which could be used by people going to a Saracens match. Even fans contribute to the economy of the area and traders would be happy if their shops are well used by passing trade, but it difficult if it is not clear that they can park. The shops in the area are really needed and give a great feel to the Mill Hill East area.  Shops and customers are reporting that they are not happy that business is lost or that they cannot park to use the shops due to a poorly functioning CPZ.

 

Offices undertook to respond to Mrs Brown.

 

Councillor Khatri said he was at a consultation where it was requested that a big chunk of the CPZ is removed.

 

Mr Dismore questioned whether the CPZ was not too broad and the hours of control too long and stated he supports a review. He also questioned why can drivers not be reminded to renew their parking permit?  This will reduce the need to issue so many tickets.

 

Councillor Rayner also stated that he attended a meeting with Mr Jamie Blake (The commissioning Director for Environment) to remove a chunk of the CPZ in the Hale Ward area.

 

Councillor Khatri said at the meeting there was then discussion on the options which were listed as:

 

a.    Completely removing the CPZ

b.    Leaving the CPZ as it is

c.    Removing the CPZ for a period of 1 year and monitor the implications.

 

Councillor Khatri said he would establish what decision was made and whether or not it went to Environment Committee.

 

Subsequently after the meeting Cllr Khatri reported for the record that the Environment Committee considered this issue at its meeting on 25 September 2015 meeting and resolved:

 

-       That the Committee agreed to the Event Day CPZ Boundary Review be amended to exclude the Mill Hill Broadway Area bounded by the A1 Barnet By-Pass to the east, A5100 The Broadway to the north, the M1 to the West and Bunns Lane to the South.

 

-       That the Committee agreed to defer the remaining Officer’s recommendations in order for Officers to conduct a site visit with Ward Members.

 

-        That the Committee agreed that no further submission on this matter be presented to the Committee until a consensus be reached with Ward Members

 

-         That the Committee requested that in the event that a report is submitted to the Committee to determine this matter, Officers consider the content of the report which was submitted to the Business Management Overview and Scrutiny Committee meeting on Thursday 7th February, 2013 and the items resolution.

 

Since then, early this year Officers consulted relevant Ward Members, and there being no Consensus have decided to proceed as agreed by the Environment Committee as outlined above.  The Mill Hill Broadway will come into operation on 2 September 2016.

 

Following consideration of the issues, the Chairman agreed for responses to be circulated within 21 working days of the meeting.

 

 

12. Lubavitch of Edgware Kindergarten

 

Councillor Khatri noted that the person who asked the question was not present at the meeting and asked for discussion on this item to be deferred until the Hendon Area Committee meeting later as the item is also on the agenda for the committee. 

 

Following consideration of the issues, the Chairman notified the meeting that the item will be considered at the Area Committee as it is also on the meeting agenda.

 

 

13. Colin Crescent and Colindeep Lane – Traffic signs

 

The Forum heard from Mr Colin Stephens, a resident of Colin Crescent who had lived in the street for 20 years. He said his daughter was injured by a vehicle moving at excessive speed – it is a narrow and dangerous road and suggested:-

 

·         To introduce a cycle lane in Colindeep Lane

·         To place a convex mirror in situ opposite the road junction on the wall of the flats opposite which are privately owned.  Highway officers responded that this is a feature normally installed on private roads. Another option would be to install a speed camera.

 

The Chairmannoted the responses and informed the Forum that the item would be considered under Item 7 of the Hendon Area Committee.

 

 

14.Step Free Access Mill Hill East Underground Station 

 

Mr Dismore again asked when Step Free access with happen and an application for Phase                           5 or Millbrook development so that funding from this can be used for upgrading the station.

 

Councillor Khatri said he has raised the issue with the Deputy Mayor of London some time ago and agreed to write to Mr Dismore with an update.

 

Councillor Khatri then subsequently reported for the record:

 

There are 3 elements of the s106 agreement for Millbrook Park that relate to the Mill Hill East Tube Station:

Stage 1 - Forecourt Works

Stage 2 - Station Forecourt Works

Stage 3 - Step Free Access

Current forecasts indicate that if anything unlikely to happen before 2020.

 

 

The Chairmannoted the responses and informed Mr Dismore that he would write to him with details as he understands them.

 

 

 

15.Public Conveniences

 

Mr Dismore said that he is raising the issue directly with Transport for London now that the night tube is coming. He said there are no public conveniences between Camden Town and Edgware and there will be demand for portaloos. Officers said that this concern will noted and views sought.

 

The Chairmannoted the responses and informed Mr Dismore he will be updated when there is information to report.

 

 

16.Flooding in The Greenway

 

Mr Dismore described the difficulties people experienced with recent flooding and queried who is responsible.   He invited the Council to work together with him to put pressure on the Environment Agency for measures to stop the flooding.

 

Councillor Khatri said he was aware of the difficulties suffered by residents of the area.
