Minutes:

The Chairman welcomed the members of the Safer Communities Partnership Board to the meeting and thanked them for their attendance.

The minutes of the meeting held on 24 January 2014 were agreed as a correct record. The Board noted the list of actions recorded in the previous minutes.

3.

Progress on the partnership Strategic Crime Needs Assessment and Feedback from members (Presentation) pdf icon PDF 250 KB

Minutes:

Kiran Vagarwal, Head of Community Safety at LB Barnet introduced the item and Peter Clifton Data Analyst (LBB) presented the Update Briefing for the Community Safety Strategic Assessment. Mr Clifton informed the Board about the information gathered on Crime and Anti-Social Behaviour issues in the borough. The Board noted that the purpose of the strategic assessment is to make recommendations for the Safer Communities Strategy.

References were made to the Quick Fact sheets where Mr Clifton identified the 10.9% reduction of all recorded crimes for the 12 months period to February 2014. Mr Clifton highlighted that the Fact Sheet could be used to facilitate further discussion with the Safer Communities Partners. The Board noted the Hotspots for Robberies within top five wards which account for 37% of the total figures for the borough.

Mr Clifton informed the Board that the data for the cost of crime analysis include anticipatory costs, response costs and costs within the criminal justice system. Mr Clifton further noted the importance of focusing on strategies for tackling Residential and non-Residential Burglary. It was noted that it is vital to lead a discussion on early intervention with young people and improving community confidence and engagement particularly across the Hotspots in the borough. Ms Vagarwal noted that strands of work will be implemented to reduce the risk of offending and re-offending.

Duncan Tessier, Assistant Director Early Intervention and Prevention (LBB) queried whether substance misuse figures can be incorporated within the Quick Facts sheet to be presented against the overall level of crime. The Chairman noted the importance of developing a comprehensive Community Safety Strategy which will tackle the cross-cutting themes.

Ms Vagarwal informed that the analysis of the Strategy would also require a full consideration of costs. The Chairman requested that the Board consider appropriate plans for improving under-reported themes across Barnet.

Marcia Whyte, Assistant Chief Officer at London Probation Trust, highlighted the importance of identifying the central priorities in line with the local perspectives. The Head of Community Safety noted that the full report on Community Safety Strategy will incorporate further information and be circulated to members of the Board.

4.

Substance Misuse - A partnership approach (Presentation)

Minutes:

Bridget O’Dwyer, Interim Senior Commissioning Manager (Barnet and Harrow Public Health Team) presented the Substance Misuse item in detail to the members of the Safer Communities Partnership Board.

Ms O’Dwyer informed the Board that three providers are providing care across the pathways for first port of call, support services at A&E departments and access to housing services.  It was noted that consultation has taken place with leads for service areas to ensure that services are working well together and that particular provisions are made for safeguarding training.

The Chief Executive (LBB) Andrew Travers queried the current proposal for the commissioning strategy. Ms O’Dwyer noted that an integrated approach will be taken in working with the procurement department and that tenders will be circulated early in 2015.

Adrian Usher, Chief Superintendent Metropolitan Police, noted the improvement and success rates in the presentation. Ms O’Dwyer informed that factors will be considered in researching the number of clients who have successfully completed a recovery agenda. The Chairman commended the detailed presentation and the positive nature of the discussion towards the Community Safety Strategy.

5.

Domestic Violence and Violence Against Women and Girls (Presentation) pdf icon PDF 50 KB

Minutes:

Manju Lukhman, Domestic Violence Co-ordinator Children's Service (LBB) presented the Domestic Violence and Violence against Women and Girls item to the Board. Ms Lukhman noted that the service contract for Domestic Violence Commissioned Service for refuge provision, advocacy and support for perpetrators service has been extended by one year to 2015.

It was noted that the Domestic Violence and Violence against Women Strategy 2013-16 includes support for men and boys but that the majority of cases involve women and girls. Ms Lukhman noted the importance of linking the work with the Health and Well-being Board and developing an interface with all the boards and partners.

The Chairman of the Board noted the importance of the development of policies for tackling domestic violence in the workplace. It was noted that it is vital to support staff members in the work environment and that the programme can be shared with partners and further expanded.

Marcia Whyte noted that information can be shared between partners to develop a better understanding of the data for Domestic Violence and Violence against Women. The Chairman thanked the members of the Board for the discussion and noted the efforts in improving the under-reporting of domestic violence.

 

6.

Update from 'Youth Matters' Barnet Youth Offending Board (Verbal)

Minutes:

Duncan Tessier provided a verbal update from Youth Justice Matters, Barnet Youth Offending Board. Mr Tessier informed the Board of initiatives undertaken to tackle hotspots for youth crime and investment in preventative work towards reducing youth crime through multi-agency partnership. The Chairman of the Board thanked Duncan Tessier for the verbal update and noted that partnership with Police and Jobcentre Plus is a positive step forward in reducing youth offending and re-offending in the borough.

 

7.

Performance Dashboard pdf icon PDF 534 KB

Minutes:

Peter Clifton, Data Analyst (LBB) presented the Performance Dashboard item. It was noted that there has been a reduction in Burglary of 17% in comparison to the previous year for the period to February 2014. The Board noted the 32% reduction in Robbery versus the previous year and Mr Clifton highlighted that Barnet is therefore ranked at 12 out of the 32 London Boroughs (1 being the best performing).

Adrian Usher (Metropolitan Police) informed the Board that data would suggest an improved performance through police actions and crime detection rates. Sam Denman, Senior Probation Officer, Hendon Magistrates’ Court, queried whether peer comparison would include further explanation on how data has been compiled.

Marcia Whyte provided the Board with an update on the organisational transformation and change in delivery of the probation services. The Board heard that from 1 June 2014, the work currently carried out by London Probation Trust will transfer to the new organisations, the London Community Rehabilitation Company (CRC) and the National Probation Service (NPS) London Directorate.

The Chairman thanked the members of the Board for the contributions in relation to the themes for the Community Safety Strategy and commended the presentations delivered.
