Presentation on Barnet Youth Zone

Minutes:

The Committee received a presentation on Barnet Youth Zone from Mr Simon Baker, Development and Programme Manager, London, OnSide Youth Zones.

 

The committee welcomed the work under way.

Children, Education, Libraries and Safeguarding Committee Annual Report 2014/15 pdf icon PDF 398 KB

Minutes:

The Commissioning Director for Children and Young People introduced the report which provides an update on safeguarding activity across Family Services and an overview of the approach taken across Family Services to safeguarding and the mechanisms in place.

 

Following discussion of the report, the Chairman moved to the recommendations included in the cover report. The Committee unanimously RESOLVED:

 

That Committee note the safeguarding activity taking place across Family Services as outlined in this report

Neil Marlow, Head of School Improvement, introduced the report which provides information on provisional results for 2014/2015 assessments and national examinations.

 

Following discussion of the report, the Chairman moved to the recommendations included in the cover report. The Committee unanimously RESOLVED:

 

1.    That the Children, Education, Libraries and Safeguarding Committee note the provisional school performance in Barnet for the academic year 2014-15

 

2.    That the Children, Education, Libraries and Safeguarding Committee note the proposed commissioning priorities for school improvement for the academic year 2015/16 (based on data available so far) set out in section 1.5

Planning for new school places 2016/17 - 2019/20 pdf icon PDF 473 KB

Minutes:

The Programme Director Education and Learning introduced the report which provides an update on Barnet’s commissioning strategy for school places up to 2019/2020 and outlines the requirement for future capital investment to deliver school places in order to inform the Council’s budget setting process

 

Following discussion of the report, the Chairman moved to the recommendations included in the cover report. The Committee unanimously RESOLVED:

 

1.    That the Children, Education, Libraries and Safeguarding Committee note the progress in delivering the commissioning strategy for school places and the future requirements for school places up to 2019/20

 

2.    That the Children, Education, Libraries and Safeguarding Committee note the investment requirements set out in paragraph 5.2.3 and paragraph 5.2.4. that will be considered as part of the Council’s business planning process to prepare the Council’s medium term financial strategy to be considered by the Policy and Resources Committee.

The Family Services Director introduced the report which provides an update on safeguarding activity across Family Services, including an overview of the approach taken across Family Services to safeguarding and the mechanisms in place.

 

Following discussion of the report, the Committee requested to receive future updates on progress with respect to the issues and recommendations highlighted in the report. The Chairman requested the Commissioning Director Children and Young People consider what the appropriate frequency should be for such updates, noting there is a need to ensure the updates do not interfere with the development and progress of actions.

 

The Chairman moved to the recommendations included in the cover report and the Committee unanimously:

 

RESOLVED - That the Committee note the safeguarding activity taking place across Family Services as outlined in this report.

Annual Report of Barnet Safeguarding Board pdf icon PDF 329 KB

Minutes:

The Independent Chairman of the Barnet Safeguarding Board introduced the report which enclosed the annual report of the Board. It was noted the Annual Report provides a rigorous and transparent assessment of the performance and effectiveness of local services, identifies areas of weakness, the causes of those weaknesses and the action being taken to address them as well as other proposals for action.

 

Following discussion of the item the Committee requested an item be added to the Forward Work Programme to consider the Council’s response to the issues raised in the Annual Report.

 

The Chairman moved to the recommendations in the report and the Committee unanimously:

 

RESOLVED - That the Committee note the annual report attached at Appendix A.
