The Chairman introduced the sub-Committee Members and explained the procedure that would be followed at the meeting.

The Sub-Committee considered an application for a Temporary Event Notice under Licensing Act 2003 to which a valid objection to the notice has been submitted.

 

The Sub-Committee heard oral representations from the Licensing Officer, Police and the Applicant(s).

Re-admission of the Press and Public: Announcement of the decision of the Sub-Committee

RESOLVED – That the press and public be re-admitted.

 

The Sub-Committee, having considered the application and all verbal and written representations received, unanimously RESOLVED –

 

This is an application for a Temporary Event Notice (“A TEN”) made by Mr Irfan Undre. The application relates to an intended event  to be held at Cavendish Banqueting Suite, Edgware Road, Colindale, London NW9 5AE which is due to commence on  Saturday 25th October 2014 at 19:00 hours and finishing at 05:00 hours on Sunday 26th October 2014

 

The Police have made representations against the application, based on the apparent failure of the applicant to comply with various requirements such as providing details of the number of security staff, whether the event is private with a guest list and pre-sold tickets or will be a promoted event, and the nature of the intended entertainment, details of the promoter etc. There also was no information on how noise, behaviour or consumption of alcohol was to be controlled. The terminal hour of 05.00 hours was also a cause for concern.

 

The applicant provided oral representations in relation to the type of event, the security staff and the nature of the intended entertainment. The Applicant also provided details on previous events that she has held successfully and in addition the target audience for such events. The applicant made representations that the forthcoming event was unlikely to result in an increase in public nuisance and crime and disorder.

 

Taking into the account both the representations of the Police and in addition the representations that were made by the applicant, the Sub-Committee have decided that in the promotion of the licensing objectives of preventing crime and disorder, and public nuisance the application for a TEN be granted for Saturday 25th October 2014 at 19:00 hours and finishing at 05:00 hours on Sunday 26th October 2014.

 

The Sub-Committee do however wish to highlight the importance of promoting the Licensing Objectives and in particular public nuisance and would request that the event is monitored carefully in order to ensure that there is minimal disruption to residents in the locality. Any issues occurring at the forthcoming event may be taken into account in relation to any future TEN applications.

All parties were advised of their right of appeal to Willesden Magistrates’ Court before the expiration of a period of 21 days.
