The sub-Committee noted the officer’s introduction and gave consideration to the recommendations within the report.   Following the deliberation of this item the sub-committee:

 

Resolved:

 

·         That the Hendon Area Environment Sub-Committee note the outcome of the investigation into the feasibility of providing a crossing facility on Broadfields Avenue

·         That the Hendon Area Environment Sub-Committee noted the traffic management measure and the officer’s assessment of the location as highlighted with the report.

·         That the Hendon Area Environment Sub-Committee instructed the relevant officer to consult with the local community prior to the installation of the crossing. 

·         That the Hendon Area Environment Sub-Committee note that subject to the completion of a road safety audit, and the resolution of the item that a zebra crossing be introduced.

Minutes:

The Sub-Committee considered a Members’ Item submitted by Councillor Julie Johnson which highlighted concerns of fly tipping within the West Hendon Ward.

 

Having considered oral representation form resident Mrs Singh who documented the negative impact fly tipping was having to the street scene in West Hendon Ward the sub-Committee having given consideration:

 

Resolved:

·         That the Hendon Area Environment Sub-Committee note the contents of the Member’s Item

·         That the Hendon Area Environment Sub-Committee note the concerns of the requested speaker and:

o    Refer the item to the Cabinet Member for Environment and the Director for Place and make recommendation to take the appropriate action within their power.

Matters Referred from Hendon Residents Forum

Minutes:

The Sub-Committee received the below item, which had been referred to the Sub-Committee by the Chairman of the Hendon Residents Forum, Councillor Brian Gordon. 

   

Item 1 – Extract from Hendon Residents Forum Agenda – 22 October 2013

‘Our estate consists of three roads Mount Grove, Riverdene and Langley Crescent and the only exit from them is onto the A41 turning towards Apex Corner (Northway Circus). Coming from Apex Corner towards Edgware the entrance is via a gap in the dual carriageway on Edgware Way. From the Edgware direction you can turn left into Mount Grove. 

 

During the long rush hour periods morning and evening or in the event of diversions on the motorways two lanes of traffic tail back past our junction towards Kenilworth Road. This obviously makes it extremely difficult for residents to get out of Mount Grove onto the A41 and then get across to the outside of what becomes four lanes at the roundabout.

 

This is the only way to get on to the Edgware Way if you wish to go towards Edgware/Watford or use Selvage Lane as the gap is 'No Entry' from Mount Grove and should remain so. More importantly, however, is the plight of traffic using the gap to enter Mount Grove. Traffic tails back across the  junction making impossible to cross into Mount Grove or if someone in one lane stops and the other lane fails to see why and carries on it still blocks the junction. If both the lanes stop there is still a problem with motorcycles or cyclists weaving

through traffic.

 

This is always a concern and an additional risk at peak times. The provision of a marked area for the junction with 'Keep Clear' markings on the road surface would be beneficial and greatly reduce the risks. Our estate is unique in the fact that because of our position we have two way traffic trying to cross a major road and it is impractical to do otherwise at our location.

 

Nearby at the Pike Road junction with the A41 'Keep Clear' markings have been in use for for some years and by and large they are effective. I feel that they would be equally as useful and effective at Mount Grove.’

 

Councillor Gordon informed Members that during the discussion of the Forum he was concerned to hear from residents of their traffic and road safety concerns.  

 

He noted that that the highway authority for the A41 Edgware Way was Transport for London and was therefore responsible for the location. However he felt it appropriate to draw further attention to this issue and duly referred the item for Member’s attention.

 

Following discussion and consideration of this issue the Sub-Committee:

 

RESOLVED

·         Request that the Cabinet Member for Environment make a representation to Transport for London.
