The sub-Committee heard oral representation from Ward Member Councillor Sury Khatri who highlighted the dangerous highways issues within the road while speaking in favour of the 20mph speed limit.

 

 

Following the consideration of this item the sub-Committee determined to resolve:

 

·         That the sub-Committee note the outcome of the investigation into the feasibility of regularising the speed limit in Partingdale Lane.

·         That the sub-Committee agree option 1 as documented within the officer’s report.  This is to be completed in consultation with Ward Members having established agreement from the Cabinet Member for Environment.

·         That the sub-Committee noted that a public consultation be completed  

 

 

Option 1 – is a documented view to introduce a 20mph speed limit

 The sub-Committee heard oral representation from Mr Melvin Smallman who spoke against the controlled parking zone.  Mr Smallman also submitted a petition with 330 signatures in support of the view that a controlled parking zone is not wanted.  

 

Following the consideration and discussion of this item the sub-Committee:

 

 

RESOLVED:

 

·         That the sub-Committee note the conclusions drawn from the informal consultation undertaken in the Shirehall Lane area and instruct the Director for Place to carry out further investigation into potential minor changes in the area as illustrated in Appendix D, iincluding the junction with Shirehall Park.

 

·         That, subject to the above any unresolved material objections received as a result of any statutory consultation carried out as a result of those investigations are dealt with by the Director for Place under delegated powers, in consultation with the Cabinet Member for Environment before a decision is made on whether to introduce any measures or not.

Matter referred from the Hendon Area Residents Forum

Minutes:

The Sub-Committee received the items below, which had been referred to the Sub-Committee by the Chairman of the Hendon Residents Forum.   The Chairman informed the Sub-Committee of the potential dangers of the location and requested that Members give their consideration.

 

Issue Referred

Silkstream Road was noted as a danger to all pedestrians due to its narrow structure and over use as a car park.

 

The concerns were outlined via a petition which the London Borough of Barnet had received.

 

 

The sub-Committee discussed and considered this issue and;

 

Resolved that -

 

·         The Director for Place be instructed to carry out a feasibility study in order to establish if the installation of a one way and or a no entry access is possible at this location.

·         That a report on the outcome of the feasibility be brought to the next appropriate meeting of the Sub-Committee.

Any other Business that the Chairman Decides are Urgent

Minutes:

The Chairman noted that the roundabout at Apex Corner should be investigated due to the difficulty of traffic entering the roundabout from the Selvage Lane arm as it is the only uncontrolled arm of the roundabout..   Councillor Hugh Rayner added that traffic lights should be installed near the entrance to the roundabout at Selvage Lane.

 

The Traffic and Development Manager informed the sub-Committee that the junction is controlled and managed by Transport for London which Members noted.

 

Resolved:

 

·         That the Sub-Committee instruct the appropriate officer to engage with Transport for London and to inform them of the London Borough of Barnet traffic management concerns.
