The Sub-Committee noted an amended drawing and heard oral representation from Ward Members, Councillor Ansuya Sodha and Councillor Agnes Slocombe, followed by local resident Judy Shepard.

 

The Highways Manager informed the Sub-committee of the level of interest within the community and noted the recommendation which the sub-Committee should consider.

 

 

The sub-committee following discussion and consideration of the item:

 

Resolved:

 

·         Introduce the measures on an experimental basis  and  subject to comments or objections being received once introduced, give consideration to appropriate  amendments to the scheme  after consulting with the Cabinet Member for Environment

 

·         No earlier than 6 months before any introduced measure have been operational, ensure  all relevant  objections are considered and a report is presented to a future meeting of  this Sub-Committee to determine if the measures should be made permanent or not.

Highways Planned Maintenance Works Programme for Hendon Area - 2013/2014 pdf icon PDF 134 KB

Following discussion and consideration of this item the Sub-Committee:

 

RESOLVED that:

 

·         The list of road and carriageway resurfacing, footway relay and other highway maintenance work in Hendon as documents within appendix A be approved.

·         That the Director for Place be instructed to implement the programme, subject to overall costs being contained within available budgets:

 

i)          Give notice under Section 58 of the New Roads and Street Works Act 1991 of the Council’s intention to carry out substantial highway works shown in Appendix A by publishing and giving a copy of the notice to and consulting as necessary with public utility companies and Transport for London (TfL)  for  schemes proposed to be implemented during 2013/20143;

           

ii)         Implement the schemes proposed in Appendix A by placing orders with the Council’s term contractors or specialist contractors appointed in accordance with the public procurement rules, and or the Council’s Contract Procedure Rules as appropriate;

 

iii)        Commission condition assessments of carriageways and footways within all constituent areas to determine the overall condition and appropriate measures to be considered in future programmes

 

iv)        Agree any variations to the scheduling of the programme in consultation with the Cabinet Member for Environment and the Chairman of this Sub-Committee.

 

 

8.

Review of Traffic Management Measures on Wykeham Road - NW4 pdf icon PDF 115 KB

Minutes:

The sub-Committee heard oral representation from Ward Member Councillor Mark Shooter who highlighted the dangerous highways issues within the road. 

 

 

Following consideration of this item the sub-Committee determined to resolve that:

 

·         That the Sub-Committee note the contents of the report and the amended drawing.

·         That the Director for Place be instructed to :

 

1.    introduce the measures on an experimental basis  and  subject to comments or objections being received once introduced, give consideration to appropriate  amendments to the scheme  after consulting with the Cabinet Member for Environment

 

2.     No earlier than 6 months before any introduced measure have been operational, ensure  all relevant  objections are considered and a report is presented to a future meeting of  this Sub-Committee to determine if the measures should be made permanent or not.

Following consideration of this item the sub-Committee,

 

RESOLVE that:

 

·         The Sub-Committee note the report and outcome of the investigation into the feasibility of providing a crossing facility on Park Road.

·         That the Director for Place be instructed to implement option 3 as highlighted within the report and therefore implement the crossing subject to satisfactory consultation and funding being available.

 

 

 

10.

Traffic Calming Measures in the Hendon Constituency - Devonshire Road and Pursley Road NW7 pdf icon PDF 126 KB

Minutes:

The sub-Committee heard oral representation from Ward Member Councillor Sury Khatri who highlighted the dangerous highways issues relating to the two roads and gave an outline of some of the recent accidents that have occurred within the location.

 

Following the consideration and discussion of this item the sub-Committee:

 

 

RESOLVED that:

 

·         The sub-Committee note the report and the outcome of the investigation into the feasibility of providing traffic calming measures on Devonshire and Pursley Road.

·         That the Director of Place be instructed to implement traffic calming measures in the form of Vehicle Activation Signs.  

·         That Subject to any objection following the consultation be addressed by the Director for Place in Consultation with the Cabinet member for Environment.

Lawrence Street - Pedestrian Crossing and Traffic Calming Measures pdf icon PDF 123 KB

Following the consideration and discussion of this item the sub-Committee:

 

 RESOLVED that:

 

·         The sub-Committee note the report and the outcome of the investigation into the feasibility of providing traffic calming measures and pedestrian facilities on Lawrence Street. 

·         That the Director of Place be instructed to and subject to funding implement the following:

o   Installation of four vehicle activated signs (VAS) at locations shown on drawing 60670C,

o   Installation of a pedestrian island on Lawrence Street to accord pedestrians the opportunity to cross the road in two stages, the works to include carriageway widening and the introduction of a new footway construction to link the proposed crossing point to the existing footpath

·         That subject to any objections, following the consultation, be addressed by the Director for Place in liaise with the Cabinet member for Environment.

The Sub-Committee received the below items, which had been referred to the Sub-Committee by the Chairman of the Hendon Residents Forum.

Details

Partingdale Lane 20mph speed limit

 

Residents were very concerned regarding the speed of traffic within Partingdale Lane.

 

Residents spoke of the dangerous conditions within the Lane during the Residents Forum while providing pictures of accidents that had occurred. 

 

 

Following discussion and consideration of this issue the Sub-Committee:

 

RESOLVED

 

·         That the Sub-Committee instruct the Director for Place to investigate the issue and produce a report to the next meeting of the Hendon Area Environment Sub-Committee which is due to take place on 25 June 2013 for Members of the Sub-Committee to consider options for the location.

 

 

 

Issue

Details

Pond at Church Farm House Museum

Residents were concern about the condition of the pond and the unsightly fencing that had been installed.   Residents suggested that the area should have a regular maintenance programme.  

 

 

Following discussion and consideration of this issue the Sub-Committee:

 

RESOLVED

 

·         That the Sub-Committee instruct the appropriate officer to take action within their powers and recommend that a regular maintenance programme be considered.
