The Sub-Committee considered aMembers’ Item submitted by Councillor Maureen Braun which requested the installation of a pedestrian crossing in Finchley Lane.  The Highways Manager reported that a preferred location had been identified and liaison was taking place with the school regarding the sighting of the crossing.  The Sub-Committee noted that the siting would be subject to a road safety audit before any scheme was implemented.  Officers advised Members that they were seeking to introduce a crossing early in the 2013/14 financial year.

 

RESOLVED that the Sub-Committee note Members’ Item and the update from Officers as set out above.

Members' Items - Controlled Crossing, Parkfield Primary School, Park Road NW4

Minutes:

The Sub-Committee considered a Members’ Item submitted by Councillor Julie Johnson which requested the installation of a controlled crossing near Parkfield Primary School. 

 

Officers reported that a site visit had been undertaken. There was however no commitment to installing a crossing in this location. 

 

RESOLVED that Officers be instructed to undertake a site investigation and report the findings to the next meeting of the Sub-Committee.

 

Having declared a pecuniary interest in the item below, Councillors Julie Johnson and Geoffrey Johnson left the meeting room.

Following discussion and consideration of this item the Sub-Committee:

 

RESOLVED that:

 

(1)    The Article 4 Direction for Hendon The Burroughs Conservation Area, as set out in paragraphs 9.8, 9.9 and 9.10 of the report and as shown on the map in Section 7 (Appendix 3) of the Character Appraisal be approved.

 

(2)    The results of the public consultation exercise and the revised text and maps for the Hendon Church End and Hendon The Burroughs Conservation Area Character Appraisals and Management Proposals be noted.

 

Following consideration of the item above, Councillors Julie Johnson and Geoffrey Johnson re-entered the meeting room.

Matters Referred from the Hendon Residents Forum

West Hendon WH3 Controlled Parking Zone

 

The Sub-Committee received the below item, which had been referred to the Sub-Committee by the Chairman of the Hendon Residents’ Forum.

Issue 1 (HendonResidents’ Forum, 16 January 2013)

The Council undertook a consultation process between 29 November and 20 December 2012 on proposed changes to the parking layout in certain roads within the West Hendon WH3 Controlled Parking Zone in order to continue to effectively to manage the public highway in the vicinity of Montagu Road NW4 with a view to deterring congestion and improving parking and traffic management, and safety in the area.

 

Four petitions had been received following the statutory consultation period objecting to aspects of Council’s proposals including from:

·         Local Residents (39 signatures);

·         Barnet Multicultural Centre Management, Barnet African and Caribbean Association, Barnet Asian Old Peoples Association, Barnet Somali Community Group, St John’s Church of England Church and West Hendon Pre-school (290 signatures); and

·         Montagu Road Centre Users (456 signatures).

 

At the Residents’ Forum, objectors in attendance raised concerns that the scheme would fail to meet the needs of the local community.  Particular concern was raised regarding the extension of the current CPZ hours of operation, the proposed 15 minute free parking period and the impact on schools / community facilities in the area. 

 

Following discussion and consideration of this item, the Sub-Committee:

 

RESOLVED that

 

(1)          Officers be requested to produce a report to the next meeting of the Sub-Committee on 13 March 2013 regarding the West Hendon WH3 Controlled Parking Zone for determination.

 

(2)          Officers be requested to consult with Ward Members during the above process.

 

 

Broadfields Avenue, Edgware, HA8, Pedestrian Crossing

 

The Sub-Committee received the item below, which had been referred to the Sub-Committee by the Chairman of the Hendon Residents Forum.

Issue 2 (HendonResidents’ Forum, 16 January 2013)

A petition of 415 signatures had been received requesting the installation of a pelican crossing on Broadfields Avenue (between Glengall Road and Bullescroft Road, Edgware, HA8).

 

The lead petitioner Ms Suzy Kayeoutlined the safety issues at this location.  She raised particular concern regarding children and parents having to cross this busy road at peak times and requested that a crossing be installed. 

The Highways Manager had reported that currently this location did not meet the criteria to justify a recommendation for the installation of formal and controlled crossings.

 

Following discussion and consideration of this item, the Sub-Committee:

 

RESOLVED that the Sub-Committee note that although this location does not meet the criteria to justify a recommendation for the installation of a crossing, Officers be instructed to carry out a feasibility study with a view to introducing a crossing and report the findings back to a future meeting of the Hendon Area Environment Sub-Committee for consideration. 

 

9.

Any Other Items that the Chairman Decides are Urgent

Hale Lane, Edgware, Crossing Request

 

The Chairman requested that the Highways Manager provide an update relating to the installation of a crossing at Hale Lane outside the Beit Shvidler Primary School.  The Sub-Committee noted that Councillor Darrel Yawitch, an Edgware Ward Member, supported this proposal. 

 

The Highways Manager stated that the site had been inspected and had passed a safety audit.  The Sub-Committee noted that work to install a crossing was scheduled to commence in the first week of March 2013.  It was noted that the installation of a crossing may require the provision of a temporary bus stop whilst works in the vicinity of the existing stop took place.

 

Following discussion and consideration of this issue the Sub-Committee:

 

RESOLVED that the update on the installation of a crossing on Hale Lane, Edgware outlined above be noted.

 

 

Colindeep Lane and Aerodrome Road, Colindale

 

Councillor Geoffrey Johnson requested an update on Colindeep Lane and Aerodrome Road.

 

The Highways Manager undertook to provide an update to Councillor Geoffrey Johnson. 

 

 

Fly Tipping

 

Councillor Julie Johnson requested an update on measures being taken to combat fly tipping. 

 

RESOLVED that the Sub-Committee receive a report at a future meeting on measures being undertaken by the Council to combat fly tipping in the Hendon constituency.
