Members' Item - To explore the option of a Golders Green Controlled Parking Zone extension pdf icon PDF 99 KB

Minutes:

The Sub-committee heard Councillor Lord Palmer’s representation regarding a request to explore the option of a Golders Green Controlled Parking Zone (CPZ) extension as called for by petition presented to Council, and to seek progress on the Lorry Ban Review in the Vale between Hendon Way and Claremont Road, and to consider whether it may be appropriate to consult residents in the ‘Cricklewood end’ of The Vale as to whether a CPZ is needed as an extension of the Cricklewood CPZ.

 

The Subcommittee also considered an issue referred from the Residents Forum (item number 18) regarding ongoing public noise nuisance and noise pollution at PB Donoghue Waste Management Site on Claremont Road, and heard representation from Mr Jonathan Kustow.

 

The Sub-committee noted that

 

1)    Work is under way to progress the Lorry Ban Review, and it is expected recommendations will be put forward in the New Year.

2)    The issue concerning public noise nuisance and noise pollution at PB Donoghue Waste Management Site is an environmental health issue which is currently being addressed by officers.

 

 

RESOLVED –

 

1)    That Re Highways Officers undertake statutory consultation with residents who would be affected by a proposal to introduce of a CPZ in the stretch of The Vale NW11 between Wayside and Hendon Way.

2)    That Re Highways Officers undertake consultation with residents in the ‘Cricklewood end’ of the Vale (between Hendon Way and Claremont Road) to inform them of the proposal to introduce of a CPZ in the stretch of The Vale NW11 between Wayside and Hendon Way, and ask them whether they consider a CPZ is needed as an extension of the Cricklewood CPZ.

3)    That Re Environmental Officers provide a written response to an additional question from Mr Kustow regarding whether the Environment Agency have a role in resolving the noise pollution issue.

Members' Item - Traffic speeds on Hampstead Way between Wellgarth Road and Meadway pdf icon PDF 98 KB

Minutes:

The Sub-committee heard Councillor John Marshall’s representation regarding concerns about traffic speeds on Hampstead Way between Wellgarth Road and Meadway.

 

The Sub-committee also considered an item referred to it from the Residents Forum (issue number 13) concerning a request from residents that their section of Willifield Way be included in the CPZ.

 

RESOLVED –

 

1)    That officers carry out a feasibility study to explore potential practical solutions to the traffic speeds problem on Hampstead Way, and provide a progress report to the Sub-committee in January 2014.

2)    That officers

a.    seek legal advice on whether council could revoke its earlier decision to allow inclusion of Willifield Way in the CPZ without undertaking additional consultation, noting that there has already been recent consultation on this matter

b.    subject to a. above undertake, at the earliest opportunity, statutory consultation with affected residents with a view to allow inclusion of Willifield Way in the CPZ

The Urban Design and Heritage Team Leader introduced the report.

 

RESOLVED –

 

1)    That the Sub-Committee approves the updated Article 4 Direction for Finchley Garden Village Conservation Area, as set out in paragraphs 9.13 and 9.14 of the report and as shown on the map, found in Section 7 of the Character Appraisal.

 

2)    That the Sub-Committee notes the results of the public consultation exercise and the revised text and maps for the recently approved Finchley Garden Village Conservation Area Character Appraisal and Management Proposals.

Moss Hall Grove N12 - Proposed Advisory 20mph Zone pdf icon PDF 101 KB

The Highways Manager introduced the report.

 

RESOLVED –

 

1)    That an advisory 20mph zone, as shown on the drawing no. 60696-DD-02 should be introduced.

 

2)    That the mini-roundabout at the Nether Street junction with Moss Hall Grove be re-instated.

 

3)    To instruct the Director for Place to undertake a statutory consultation with a view to the introduction of an ‘At Any Time’ waiting restriction as shown on drawing no. 21729_793, on the corner of Essex Park opposite the School entrance, and that any unresolved objections received as a result of the consultation in relation to the waiting restrictions be addressed by the Director for Place in consultation with the Cabinet Member for Environment and the Ward Councillors.

 

4)    Subject to the consultation outcome, monitor the impact of the introduced measures on the wider network and if need be, make recommendations for modifications as appropriate to this committee in the future.
