10 - The Vale NW11 – Lorry Ban Review

Non pecuniary interest as Councillor Lord Palmer lives in The Vale but at the other end of the road.  Councillor Lord Palmer remained in the room and took part in the debate and in the decision making process.

Members' Item - Road safety and congestion around Moss Hall Schools pdf icon PDF 98 KB

Minutes:

The Sub-committee heard Councillor Ross Houston’s representation regarding concerns about road safety and congestion around Moss Hall Schools.  The Sub-Committee also heard representations from Ms Nikki Roberts.

 

RESOLVED –

 

(1)  That the Director for Place be instructed to ensure that every effort is made to introduce the planned pedestrian crossing and that further traffic management measures for the area are considered including the feasibility of introducing a 20mph speed limit or similar, and that Civil Enforcement Officer presence is increased to reduce the high amount of illegal parking on school zig zags and blocking of roads and driveways.

 

(2)  That a report be brought to the next meeting of the Sub-Committee.

 

(3)  That the Sub-committee notes that every effort would be made to introduce a crossing by September 2013.

RESOLVED

(1)    That outcome of the statutory consultation relating to the proposed Garden Suburb Controlled Parking Zone (CPZ) be noted.

(2)    That Ward Councillors’ concerns be noted.

(3)    That subject to relevant budget availability, the following roads or sections of road, be included within the Garden Suburb CPZ:

Hampstead Way

Asmuns Hill (between Hampstead Way and Willifield Way)

Temple Fortune Hill

Hill Close

Meadway (between Hampstead Way and Heathgate)

Willifield Way (between Finchley Road and Asmuns Hill, and between Temple Fortune Hill and Hampstead Way)

 

(4)        That the Director for Place be instructed to monitor adjoining roads to determine the impact of the CPZ on those roads and to make appropriate recommendations in due course.

Parking in the vicinity of Clarendon Court, Dudley Court and Montrose Court, Finchley Road NW11 pdf icon PDF 113 KB

RESOLVED – That subject to relevant budget availability, the Director for Place be instructed to include the area of the sixteen car parking spaces outside Clarendon Court, Montrose Court and Dudley Court, situated on Finchley Road NW11 in Temple Fortune within any post implementation monitoring of the Garden Suburb Controlled Parking Zone.

The Sub- committee heard representations from Mr Stephen Isaacs.

 

RESOLVED

 

(1)  That the Sub-committee notes the outcome of the investigation into the feasibility of;

a)         Introducing a one-way system on The Grove N3 as presented in this report.

b)         Introducing associated signing and carriageway marking changes at the affected junctions and locations in the locality

 

(2)  That the Sub-committee notes the Council’s current approach to traffic management measures.

 

(3)  That having given consideration to the possible financial implications as detailed in paragraph 6.1 of the report, the one-way consideration above should be progressed, on an experimental basis.

 

(4)  That the Director for Place be instructed to introduce the experimental scheme and in due course; including if necessary ensuring that   any unresolved objections received as a result of the introduction of the scheme are given due consideration, by the Director for Place in consultation with the Cabinet Member for Environment and the Ward Councillors before a decision on the future of the scheme is made.

 

(5)  That subject to the outcome of (4) above the Director for Place monitors the impact of the new arrangement in particular with regard to significant undesirable impact on the surrounding road network and makes remedial recommendations as appropriate to the Cabinet Member for Environment.

The Sub-committee heard representations from Ms Theresa Musgrove.

 

RESOLVED

(1)  That the Sub-committee notes the outcome of the investigation into the feasibility of;

(a)        providing pedestrian and safety improvements at the vicinity of the Rosemary Avenue junction as presented in the report.

(b)        enhancing pedestrian and safety improvements at the vicinity of the Etchingham Park Road junction as presented in the report.

(c)        introducing improvements to the existing pedestrian facilities outside Manorside Primary School as presented in the report, and

(d)        standardising and regularising signage at all identified junction locations on the rest of Squires Lane.

 

(2)  That the Sub-committee notes the Council’s current approach to traffic management measures.

 

(3)  That the introduction of measures in (1) above be progressed, with an amendment to 1(b)  to read “enhancing pedestrian and safety improvements at the vicinity of the Etchingham Park Road and Avondale Road junctions.

 

(4)  That subject  to (1) to (3) above, the Director for Place be instructed as appropriate to proceed to a detailed design and public consultation on the preferred outcome with a view to implementation subject to availability of resources and in liaison with the Cabinet Member for Environment.

 

(5)  That the Director for Place considers any additional remedial measures.

RESOLVED

 

(1)  That the Sub-committee notes the investigations carried out so far and what is achievable for The Vale.

 

(2)  That, subject to resources being available, the Director for Place be instructed to introduce a Traffic Management Order for a weight restriction on The Vale and carry out an area wide impact assessment of The Vale and Somerton Road whose remit is to assess the impact on a wider network; and report back to a future meeting of the Sub-committee.

The Sub-committee noted the addendum to the report replacing paragraph 9.2.4 with amended wordings.

 

RESOLVED

 

(1)  That the Sub-committee

a)   notes the outcome of the investigation into the feasibility of restricting access from Beechwood Avenue onto the A406 as presented in the report.

b)   instructs the Director for Place to liaise with Transport for London with a view to the introduction of a road closure on Beechwood Avenue and Edge Hill Avenue.

 

(2)  That the Sub-committee notes Council’s current approach to traffic management measures.

 

(3)  That, subject to funding being available, instructs the Director for Place, in consultation with the Cabinet Member for Environment, to table a report with detailed conclusions at the next appropriate meeting.
