Minutes:

The Sub-Committee heard Councillor Ross Houston’s representation.

RESOLVED – That the Director for Place be instructed to carry out the necessary surveys required to look at the traffic congestion problem at The Grove, Finchley Central N3; and look at the options including assessing the possibility of making The Grove one way.

The Transport and Regeneration Manager introduced the report.

 

RESOLVED

(1)        That the list of roads for carriageway resurfacing, footway relay and other highway maintenance works in the Finchley and Golders Green Area for 2013/2014; as listed in Appendix A attached to this report, be approved.

 

(2)        That, subject to the overall costs being contained within available budgets, the Director for Place be instructed to:

 

i)       Give notice under Section 58 of the New Roads and Street Works Act 1991 of the Council’s intention to carry out substantial highway works shown in Appendix A by publishing and giving a copy of the notice to and consulting as necessary with public utility companies and Transport for London (TfL) for schemes proposed to be implemented during 2013/2014;

           

ii)       Implement the schemes proposed in Appendix A by placing orders with the Council’s term contractors or specialist contractors appointed in accordance with the public procurement rules, and or the Council’s Contract Procedure Rules as appropriate;

 

iii)      Commission condition assessments of carriageways and footways within all constituent areas to determine the overall condition and appropriate measures to be considered in future programmes;

 

iv)      Agree any variations to the scheduling of the programme in consultation with the Cabinet Member for Environment and the Chairman of this Sub-Committee.

The Sub-Committee received the below items, which had been referred to the Sub-Committee by the Chairman of the Finchley and Golders Green Residents Forum.

Issue 1 (Finchley and Golders Green Residents Forum of 13 March 2013)

In Holdenhurst Avenue N12, a residential street with no parking restrictions and no need for any (since we do not have any commuter parking). In common with much of the local area, however, we do have growing pressure on parking space in the evenings and at weekends, due to increased numbers of multiple-occupied dwellings and vehicle ownership.

Many residents are responding to this pressure by concreting over their front gardens and installing, with the Council's permission, vehicle crossovers (or hardstandings) so that they can park right outside their houses. The most recent was a new driveway which fell between two existing ones and left to either side less space than is required to park any car - thus depriving the street of two spaces, to provide one reserved solely to the resident. The situation is common: in ours and many streets like it, clustered crossovers mean that no parking is publicly available for considerable portions of the street, and in effect, make worse the problem they are designed to address. 

 

Following discussion and consideration of this item, the Sub-Committee:

RESOLVED – That subject to the overall costs being contained within available budgets, the Director for Place be instructed to look into the issues raised in consultation with Ward councillors, with a focus on loss of kerb side parking and that a report on the outcome be brought to a future appropriate meeting of the Sub-Committee.

 

Issue 4 (Finchley and Golders Green Residents Forum of 13 March 2013)

Ravensdale Avenue – proposed safety improvements to the vehicle crossover to Sainsbury's

 

 

Following discussion and consideration of this item, the Sub-Committee:

RESOLVED

 

(1)               That subject to the overall costs being contained within available budgets, the Director for Place be instructed to look into the issues raised, in consultation with Ward councillors, and contact Sainsbury’s with a view to resolving the issues and progression of the scheme as soon as practicable.

(2)               That a report on the outcome be brought to a future appropriate meeting of the Sub-Committee.

It being the last meeting of the municipal year 2012/2013, the Vice-Chairman and the Committee thanked the Chairman for the courteous and effective way he had conducted the meetings of the Finchley and Golders Green Area Environment Sub-Committee in 2012/2013.

 

The Chairman thanked the members of the Committee and the Officers for the support he had received from them during the municipal year.
