Civil Enforcement Officers / Penalty Charge Notices (Verbal Update)

Minutes:

The Assistant Director Highways and Transport, Environment, Planning and Regeneration Directorate gave a verbal update.  He informed the Sub-Committee that the same staff who worked for the council transferred to NSL.  He noted that prior to the NSL contract; the council’s cancellation rate for parking tickets between January and June 2012 was 12.7% for about eighty-five thousand tickets that had been issued.  Between July 2012 and January 2013, about eighty-two thousand tickets were issued and only 8% cancelled, which is an improvement on the last figures.  The NSL contract has been written to require an improvement in cancellation rate to 7% and although this has not yet been achieved, there are performance mechanisms in the contract to reduce payment to NSL if this is not achieved.

Minutes:

RESOLVED - That the Interim Director of Environment, Planning and Regeneration be instructed to progress with a Memorial Bench to be placed in an appropriate location in North Finchley town centre in memory of Mr Horace White, subject to the overall costs being contained within available budgets.

The Sub-Committee agreed an amendment to recommendation 1.2 as set out in (2) below.

 

RESOLVED –

1.         That the Sub-committee notes the conclusions drawn from the informal consultation undertaken in the Hampstead Way area and  instruct the Interim Director of Environment, Planning and Regeneration to carry out a statutory consultation on a proposed Controlled Parking Zone (CPZ) and associated measures in the area;

 

2.         That any unresolved material objections received as a result of the statutory consultation are dealt with by the Interim Director of Environment, Planning and Regeneration under delegated powers, in consultation with the Cabinet Member for Environment before a decision is made in due course on whether to introduce all or any of the measures.

 

3.         That the effectiveness and impact of any introduced measures be monitored and if considered necessary further action is identified to mitigate potential impact in due course.

RESOLVED – That subject to the overall costs being contained within available budgets, the Interim Director of Environment Planning and Regeneration be instructed to look into the issues raised in consultation with ward councillors and that a report on the outcome be brought to the June 2013 meeting of the Sub-Committee.

Narrow pavement along Manor View London N3 / Accidents in Squires Lane near the junction with Avondale/Etchingham Park Road

 

Following discussion and consideration of this item, the Sub-Committee:
