RESOLVED - The Sub-Committee agreed to make the following representations to the Executive in relation to the proposed grant of a lease of the pavilion in Cherry Tree Wood, Brompton Grove, N2:

(i)         details are provided regarding the vehicular access to the cafe 

(ii)        concerns about any potential loss of trees

(iii)       the cafe will not be open outside the park opening hours     

(iv)       only the lessee, his family or his employees will be allowed to sell food/refreshments at the cafe

(v)        that sufficient due diligence has been undertaken in the proposed grant of the lease.

RESOLVED –

(1)        That the Sub-Committee:

(i)         Notes those items in the report recommended for no further action, subject to the suggestions made by the Sub-Committee in relation to clusters 1, 6, 13 and 26.

(ii)                Notes the “quick win” actions and proposals for each of the highlighted cluster sites as is detailed in Appendix A to the report, subject to the modifications made by the Sub-Committee and accordingly the Interim Director for Environment, Planning and Regeneration to implement the measures and

            (iii)       Instructs the Interim Director for Environment, Planning and Regeneration to progress as planned those items identified as requiring further investigative work with a view to implement pending further design and consultation with local elected members and residents.

 

(2)        That any objections from any related consultation that may be necessary be resolved by the Interim Director for Environment, Planning and Regeneration in consultation with the Cabinet Member for Environment.

RESOLVED –

(1)        That the Interim Director of Environment, Planning and Regeneration be instructed to progress a 20mph speed limit on Church Lane in accordance with Statutory guidelines, including public consultation with a view to implementation as early as possible in 2013.

 

(2)        That the Interim Director of Environment, Planning and Regeneration be instructed to progress a Zebra crossing on Creighton Avenue in accordance with Statutory guidelines, including public consultation with a view to implementation as early as possible in 2013.

 

(3)        That the Committee notes that there is no recommendation to make modifications to the existing junction configuration and layout of pedestrian facilities at the A1000 and Church Lane junction; however that the situation in the area continues to be monitored and that further options are explored and a report brought back to the Sub-Committee within one year.

 

(4)        That the Interim Director of Environment, Planning and Regeneration be instructed to progress a pedestrian island at the junction of Church Lane and East end Road in accordance with Statutory guidelines, including public consultation with a view to implementation as early as possible in 2013.

 

(5)        That the Committee notes the maintenance-related improvements in the form of footway relays, signs rationalisation and changes to street furniture including pedestrian guardrail that have previously been undertaken.

RESOLVED –

(1)        That the scheme’s details, background and rationale presented in the report be noted.

 

(2)        That the Interim Director of Environment, Planning and Regeneration be authorised to carry out the necessary statutory consultation for the proposed waiting restrictions associated with the scheme.

 

(3)        That any objection from the statutory consultation be considered by the Interim Director of Environment, Planning and Regeneration in consultation with the Cabinet Member for Environment.

 

(4)        That based on the consultation results, the Interim Director of Environment, Planning and Regeneration be allowed to decide whether or not to implement the measures.

Speeding in Petworth Road and neighbouring roads

Speeding in Petworth Road

Following the recent reports of speeding, speed surveys were conducted on 2 – 4 October 2012. The speeds (85th percentile average for 7am to 7pm) were 30.1 mph northbound and 28.7 mph southbound.

The related personal injury accidents (PIAs) recorded for this location in the last 3 years from 1 June 2009 to 31 May 2012 have been checked and no PIA’s have taken place in this location.

Using the Council’s existing assessment approach, based on the above findings, Petworth Road does not qualify for consideration in terms of recommending any physical measures. The Police will be asked to carry out speed enforcement.

A summary update paper to be distributed to Councillors of both wards.

 

Lower end of The Vale, Golders Green, NW11

There is no justification for speed reduction measures based on analysis of traffic speed and PIAs to date but the issue of introducing an heavy goods vehicle (HGV) restriction continues to be investigated.

 

Traffic Management measures along Squires Lane

There is no justification for any modifications to the existing traffic management measures based on analysis of traffic speed and PIAs to date.

 

Road Safety around Moss Hall School

Officers have undertaken an assessment of traffic and highway issues in the area, including parking along Moss Hall Grove, the possible re-instatement of the mini-roundabout, traffic speeds along Nether Street and the Argyle Road width restriction. A parking review is to be carried out into commuter parking along Moss Hall Grove, but there is no justification for re-instating the mini roundabout at this time, and the (85th  percentile) traffic speeds were found to be acceptable. The width restriction is being improved as discussed earlier in the meeting (see item 7.1 above).

 

Traffic Maintenance Programme

Progress in implementing the 2012/13 programme of footway relay and carriageway resurfacing was noted.

The Sub-Committee received the below item, which had been referred to the Sub-Committee by the Chairman of the Finchley and Golders Green Residents Forum.

Issue 3 (Finchley and Golders Green Residents Forum of 16 October 2012)

a) There have recently been a number of cases where Civil Enforcement Officers have issued Penalty Charge Notices (PCN's) (for a number of different alleged offences) only for such PCN's to be cancelled by more senior officers when it has been bought to their attention.

b) Additionally, there have been several cases where PCN's have been issued, and representations disallowed, again only for such PCN's to be cancelled when bought to the attention of more senior officers.

C) Will the council either instigate an enquiry into the current practices of NSL and the instructions it gives its CEO's or else ensure that NSL is not only given clear and concise instructions as to how they should be managing their contract, but also ensure that both NSL and their employees behave in a decent and honest manner when enforcing Parking Controls.

 

Following discussion and consideration of this item, the Sub-Committee:

RESOLVED – That a report on the issues raised be brought to the next meeting of the Sub-Committee and that the Assistant Director Highways and Transport be invited to attend the next meeting of the Sub-committee to update the Sub-committee on progress.
