Non pecuniary interest as the Councillors had attended multi-faith services and/or events at the synagogue and knew some of the objectors and supporters.  The Councillors took part in the debate and in the decision making process.

The Sub-Committee noted the receipt of the additional information set out in the addendum.  Officers reported the receipt of two additional letters of support.

 

The Sub-Committee having heard oral representations from Mr Michel Couque, Councillor Geof Cooke (Woodhouse Ward) and the applicant’s response;

 

RESOLVED TO APPROVE the application as per the Officer’s report and subject to (i) the conditions set out in the report and (ii) the additional information set out in the addendum.

The Sub-Committee noted the receipt of the additional information set out in the addendum and also noted an amendment to Conditions 6 and 8 of the report.

 

The Sub-Committee having heard oral representations from Mr C A Makowski who was not objecting to the application in principle but was concerned about the parking and low fence and the applicant’s response;

 

RESOLVED TO APPROVE the application as per the Officer’s report and subject to (i) the conditions set out in the report (ii) the additional information set out in the addendum and (iii) amended Conditions 6 and 8 as follows:

 

Condition 6:

 

Notwithstanding the details shown on the submitted drawings, before the development hereby permitted is first occupied the site shall be enclosed, including the western flank boundary of the site with the front of no. 24 St. Wilfrid’s Road, in accordance with details which have previously been submitted to and approved in writing by the Local Planning Authority. The means of enclosure shall be maintained thereafter in accordance with the drawings.

Reason:

To ensure that the proposed development does not prejudice the appearance of the locality and/or the amenities of occupiers of adjoining residential properties and to confine access to the permitted points in the interest of the flow of traffic and conditions of general safety on the adjoining highway in accordance with policies DM01, DM03, DM17 of the Adopted Barnet Development Management Policies DPD (2012), CS NPPF and CS1 of the Adopted Barnet Core Strategy DPD (2012).

 

Condition 8:

 

Before the building hereby permitted is first occupied the proposed windows at first floor level in the north elevation facing Nos. 22 and 24 St Wilfrids Road, and at first floor level and above in the east flank elevation shall be glazed with obscure glass only and shall be permanently retained as such thereafter and shall be permanently fixed shut with only a fanlight opening.

Reason:

To safeguard the privacy and amenities of occupiers of adjoining residential properties in accordance with policy DM01 of the Adopted Barnet Development Management Policies DPD (2012).
