The Worshipful Mayor regretted to announce the death of former Mayor of Barnet, Mrs. Dot Benson who passed away on 28 July 2012 following a long illness.

 

Mrs. Benson was Mayor of Barnet during the Municipal year 1989-1990 and MIND in Barnet was her chosen charity. She wasa Conservative Ward Councilor for Hale Ward from 1978 to 1990.

 

She joined the Council in 1978 after spending four years as a co-opted member of the Education Committee. She took a particular interest in the welfare and education of children and young people in the borough and this is reflected by the fact that she was appointed Vice-Chairman of the Education Committee and Chairman of the Schools and Special Services Sub-Committee. She was also the Vice-Chairman of the governors of Orange Hill and Copthall Secondary Schools and Chairman of a group of Primary Schools in Burnt Oak and Grahame Park.

 

Mrs. Benson served with the Women’s Royal Naval Service during the Second World War and for much of this time was stationed on a large naval base at Milford Haven. She also played the piano in a service band. Mrs. Benson leaves behind her husband, Ron, children Nick and John and four grandsons.

 

At the invitation of the Worshipful Mayor, Councillor John Hart spoke in tribute of Mrs Benson.

 

The Worshipful Mayor paid tribute to the Barnet residents who participated as athletes or as volunteers in the London Olympic and Paralympic Games.

 

The Worshipful Mayor also remembered the victims of the terrorist attack at the 1972 Summer Olympic Games in Munich and the victims terrorist attacks in the United States on 9/11 in 2001;

 

“The Olympic Games have been an enormous success for London.  The enthusiasm shown by the thousands of people who attended the Olympic Torch Relay in the borough are testament to their enduring appeal and their ability to bring people together.

 

However, in welcoming the Olympics to London, we also pause to reflect on the tragic events of 40 years ago, when Israeli athletes were brutally massacred in a terrorist attack at the Munich Games.  At its last meeting, this Council unanimously called for a minute’s silence to be held at the 2012 Games as a fitting memorial to the murdered athletes and as a gesture of international unity against terrorism, causeless violence and hatred.

 

Today is also a significant day in that it marks the eleventh anniversary of the 9/11 terrorist attacks on the United States.  The tragic events of that day resulted in the deaths of nearly 3,000 people, and its after-effects continue to be felt around the world today.”

 

A minutes silence was held in remembrance of Mrs Dot Benson and in commemoration of the victims of the Munich 1972 Olympic massacre andthe 9/11 terrorist attacks in the United States.

Emergency Business Item - Friern Barnet Library

Minutes:

Councillor Barry Rawlings, duly seconded, moved a Business Item under Council Procedure Rule 14.1 (the suspension of Standing Orders) asking Council to agree to suspend Council Procedure Rule 31.1 in order to enable an Emergency Business Item on Friern Barnet Library to be included on the agenda of the meeting as a matter of urgency. Upon being put to the vote, the Business Item in the name of Councillor Barry Rawlings was declared lost.

Councillor Daniel Thomas moved the Administration Business Item in his name. Councillor Geof Cooke moved his amendment.  Debate ensued. Upon being put to the vote the amendment in name of Councillor Cooke was declared lost. Upon being put to the vote the Administration Business Item in the name of Councillor Daniel Thomas, was declared carried.

 

RESOLVED - Council calls on Cabinet to lobby the coalition government to ensure the best possible result for Barnet in the forthcoming Local Government Settlement. 

 

Successive Barnet councils have felt hard done by as other less well managed boroughs have been more favourably treated by central government with substantially more funding per head of population.

 

Council feels that this Borough has already planned efficiencies and managed reductions in spending in an effective and practical way and should not be penalised relative to other authorities that have not done as much. 

 

Council notes that Barnet has one of the lowest cost back offices in London and is one of the highest ranked Councils in London for Value for Money.

RESOLVED - Council warmly welcomes the news that the war memorial of the Middlesex Regiment located in the former MoD Inglis Barracks in Mill Hill is to be relocated opposite St Paul’s Church, The Ridgeway, Mill Hill, the garrison church of the Regiment from the early 19th century until its amalgamation in the 1960s.  It is noted that the memorial is expected to be in situ in time for Armistice Day 2012.

 

Council is grateful to VSM Estates, overall redevelopers of the barracks site, which is funding the relocation of the memorial and contributing a sum for future maintenance.

 

Council takes this opportunity to call upon Cabinet to assist in every way it can the recording of all War Memorials in the Borough of Barnet in order to ensure that all those from the Borough who have given their lives in the service of the Crown are appropriately recorded on either a memorial or in a book of remembrance, and to co-operate with the Barnet War Memorials Initiative in achieving this end.

(1)   That the Remuneration Committee, when carrying out its function of appointment of chief officers, the relevant Cabinet Member be invited and entitled to sit and vote as a substitute member for one of the substantive Members of their Group on the Committee.

 

(2)   That the Terms of Reference of the Remuneration Committee be amended to reflect this change.

 

4.         LONDON BOROUGH OF BARNET / LONDON BOROUGH OF HARROW JOINT LEGAL SERVICE – CONSEQUENTIAL CHANGES TO THE CONSTITUTION

 

RESOLVED:

 

1.      That the Constitution be revised in Article 14.03; Article 14.04; Paragraph 24 of the Management of Real Estate, Property and Land Rules and Paragraphs 4.1.15; 6.8.4; 11.3; 11.3.7.2; 11.3.8 and 12.2 of the Contract Procedure Rules to give authority to the London Borough of Harrow Head of Legal/Practice Director Joint Legal Service to act on behalf of the London Borough of Barnet as specified therein.

 

2.      That Article 12 of the Constitution (reserve powers of the Director of Corporate Governance) be revised by the deletion of reference to Assistant Director – Legal to be substituted by London Borough of Harrow Head of Legal/Practice Director Joint Legal Service

 

3.      That the Constitution be revised by the deletion of any remaining specific references to the Assistant Director – Legal to be replaced by reference to the Director of Corporate Governance.

 

4.      That Council confirm that the Head of Legal London Borough of Harrow/Practice Director Joint Legal Service will have powers of delegated authority pursuant to Paragraph 6 of Part 3 of the Constitution and be required to publish a scheme of specific delegations hereunder.

 

5.      That the Head of Governance be instructed to make the necessary changes to the Constitution.

Given the concerns expressed by the Planning Inspector Mr Mears at the Examination in Public of the North London Waste Plan will the Cabinet Member update Council on whether the NLWA will seek a more appropriate site for the Waste Treatment Plant rather than Pinkham Way?

I do believe the concerns raised by the inspector were to do with the site it self, however there is a meeting on the 25th of this month and I’m sure we’ll know more then.

Does Councillor Coleman consider the business discussed by the Urgency Committee of the North London Waste Authority held on Tuesday 3rd July to be important and will he list the Boroughs who failed to send a representative?

The business discussed by the North London Waste Authority was vital to the future of the procurement process being undertaken by the Authority. I was therefore shocked by the failure of the Labour-controlled London Boroughs of Waltham Forest, Enfield, Hackney and Camden to send any councillor to the meeting. Seems to me that the Labour Party do not always take the affairs of the NLWA with the due seriousness they deserve.

            Could the Member give the dates and the Agenda subjects of Barnet          Community Safety and Engagement Group meetings which they have         attended?

I have never been asked to any of the meetings. It’s just on paper and has been for a long time. If somebody invites me to a meeting, I go to it. I’m sure my fellow Councillors will say the same.

I’m grateful to Councillor Coleman for raising this matter because I thought, gosh, no one has ever invited me. I actually wrote, when I saw Councillor Coleman’s helpful question, to the person on their website who turns out not to be the person now in charge. I did eventually make contact with the person in charge, who told me that she has only been there for a few weeks and didn’t know what was happening and all I can tell you is the next meeting is on the 24th September, which is during the Liberal Democrat Conference, when I won’t be there.
