Councillor Pauline Coakley Webb introduced the item and provided an overview of the safety issues raised by residents in the vicinity of Victoria Road in East Barnet. To address the issues she requested that in the short term the possibility of introducing a 20mph zone along the road be looked into, and that in the long term other safety measures be looked into, which might be funded by section 106 money.

 

Two members of the public provided oral representations on the item. Ms Hanna Blond Thurlow noted that the road is primarily a residential road, but is increasingly used as a main connection route by commuters and businesses. It was noted that increasing traffic and speeding vehicles created difficulties and dangers for local residents.  It was also noted that the safety issues would be likely to worsen with the planned introduction of a new Asda supermarket development in the vicinity, and the associated expected increase in traffic.

 

Mr David Howard further noted that several junctions in and around Victoria road are, or have the potential to be, accident hotspots due to traffic, frequent use by pedestrians including young mothers and school children. It was noted that there is restricted visibility at several junctions.

 

Members agreed that in order to make an informed decision there should be a review to look into the matters raised and report on possible options, including the possible introduction of a 20mph zone, the introduction of traffic islands and/ or zebra crossings.  It was agreed that the review should encompass the roads leading up to Victoria Road (including Park Road, Margaret Road and Crescent Road).

 

RESOLVED – Officers to carry out an initial investigation of the concerns raised, including Victoria Road and the roads leading up to it, and report back to the next relevant committee on possible measures to address identified issues.

Highways Planned Maintenance Works Programme for Chipping Barnet Area - 2014/2015 pdf icon PDF 143 KB

The Traffic and Development Manager introduced the report.

 

The Sub-Committee discussed the item and requested the Highways Manager to seek additional information from Highways Group officers on:

 

i)             What is involved in the process of re-surfacing a road (would re-surfacing produce an even surface if there are significant dips in a road)?

 

ii)            If the actual costs of the repairs go above the specific figures quoted in the Appendix A to the report, would the contractors be obligated to finish the works or could they stop mid-way?

 

Following further consideration of this item, the Sub-Committee;

 

RESOLVED:

 

1.1       That the list of roads for carriageway resurfacing, footway relay and other highway maintenance works in the Chipping Barnet Area for 2014/2015; as listed in Appendix A attached to this report, be approved.

 

1.2       That, subject to the overall costs being contained within available budgets, the Director of Development and Regulatory be instructed to:

 

i)        

give notice under Section 58 of the New Roads and Street Works Act 1991 of the Council’s intention to implement the highway works shown in Appendix A by advertising and consulting as necessary with public utility companies and Transport for London (TfL)  for  schemes proposed to be implemented during 2014/2015;

 

 

ii)       

implement the schemes proposed in Appendix A by placing orders with the Council’s term contractors or specialist contractors appointed in accordance with the public procurement rules, and or the Council’s Contract Procedure Rules as appropriate;

 

iii)

Commission condition assessments of carriageways and footways within all constituent areas to determine the overall condition and appropriate measures to be considered in future programmes

 

iv)

agree any variations to the scheduling of the programme in consultation with the Cabinet Member for Environment and the Chairman of this Sub-Committee.

Matters referred from the Chipping Barnet Area Residents Forum (if any)

The Sub-Committee received the below item which had been referred to the Sub-Committee by the Chairman of the Chipping Barnet Residents Forum.

 

 

Issue no.15

 

Petition to: Implement a controlled residential parking scheme on Birley Road/Naylor Road N20 and any other residential areas around Totteridge and Whetstone Tube station where resident parking is badly affected by non-resident parking

Residents have previously been advised:

 

Following a petition being submitted to the Council it was agreed that an informal consultation to ascertain views on parking issues and controls should be carried out primarily centred on Naylor Road and Birley Road. However, having sought views from the local ward members on the extent of the area to be consulted concerns were raised on the appropriateness of such consultation being carried out.

 

Currently therefore there are no plans to explore this further however the issues can be discussed further at the forum. 

 

 

Following discussion and consideration of this item, the Sub-Committee:

 

RESOLVED –

 

1             To request officers to liaise with relevant ward councillors to decide the appropriate area/ roads for a preliminary informal consultation on the principle of introducing parking controls in the area.

 

2             That an informal consultation, using a letter drop and a survey, be carried out as soon as practicable, ensuring to avoid the purdah period of 14 April – 22 May 2014.

 

3             That the consultation responses be analysed by officers, road by road.

 

4             That the results of the consultation and road by road analysis be brought back to the next appropriate committee meeting for consideration (noting that a new governance structure is due to be considered at Full Council meeting on 2 June), with a decision on any further action to be taken at that point.
